Job Description

CSRS is looking for a skilled and motivated Grants Manager experienced with affordable housing development, especially programs funded under the U.S. Department of Housing Urban Development (HUD) at the federal, state, or local levels. This role involves leading and supporting projects funded through HUD grant programs such as CDBG, CDBG-DR, CDBG-MIT, HOME-ARP, ESG, or HOME. The Affordable Housing Grants Manager will play a critical role in designing, implementing, and managing housing programs to help communities recover, grow, and thrive.

The ideal candidate will be adept at managing the complexities of HUD-funded projects interpreting federal regulations and ensuring compliance. Knowledge in tax-credit funded affordable housing structure, finance evaluation and compliance is preferred. The position involves close collaboration with federal grantees, subrecipients, and stakeholders to drive the success of housing initiatives and contribute to recovery efforts as well as the revitalization of communities.

Key Responsibilities

  • Develop and manage project work plans, ensuring timely completion of tasks.
  • Interpret and summarize federal regulations, including Federal Register Notices and HUD guidelines.
  • Monitor federal grantees and subrecipients to ensure compliance with federal standards.
  • Provide high-level technical support to HUD grantees and state and local level subrecipients.
  • Design and manage federally funded programs in housing, economic development, infrastructure planning, and public services.
  • Conduct detailed research and analysis to support client and stakeholder needs.
  • Prepare comprehensive reports, plans, and assessments.
  • Create and deliver presentations to communicate research findings and analyses to clients and stakeholders.
  • Assist in the development of client documents, including policies, procedures, and administrative guides.
  • Review labor compliance and draft formal communications to clients.
  • Provide financial analysis on project budgets, proforma and cash flow projections.
  • Develop or review policies and standard operating procedures for compliance with fair market rent limits, affordability periods and occupancy requirements.

Required Qualifications:

  • Bachelor’s degree or higher.
  • At least five years of experience in fields related to disaster recovery, community development, housing, economic development, infrastructure planning, or public services, particularly those funded by CDBG or HOME programs.
  • Experience with affordable housing programs (renter and homeownership).
  • Proven ability to work collaboratively, communicate effectively, and meet strict deadlines.
  • Strong analytical skills with proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Excellent verbal and written communication abilities.
  • Ability to independently manage multiple tasks with minimal supervision.
  • Keen attention to detail

Preferred Qualifications:

  • Expertise in program and project design.
  • Experience with coordinating teams and conducting compliance reviews or audits.
  • Experience with Low Income Housing Tax Credits
  • Experience with cost reasonableness analysis.
  • Experience with federal financial and programmatic compliance monitoring responsibilities.
  • Knowledge in sources and uses evaluation for housing developments activities.
  • Knowledge in developing HUD grant documentation and responding to audits.
  • Knowledge of federal and HUD requirements such as HUD Uniform Relocation Act (URA) requirements, Fair Market Rents, Low-to Moderate-Income (LMI) calculations, Section 3, Davis-Bacon, and Section 508 compliance.
