Job Purpose: Manage comprehensive procurement duties from pre-bid phase through construction of infrastructure projects.

Essential Duties & Responsibilities:

  1. Manage the procurement of materials and services to meet project objectives.
    • Produce and distribute Bill of Materials (BOM), purchase orders, and manufacturing orders for projects and for department inventories.
    • Obtain material and service quotes for project bids.
    • Manage delivery scheduling for required materials and services.
    • Collaborate with cross-functional teams to ensure alignment of procurement activities with business goals.
    • Ensure compliance with local, state, and federal procurement rules and regulations, including BABAA and AIS requirements.
    • Coordinate with internal stakeholders to plan and execute procurement activities accordingly.
    • Collaborate with suppliers and internal stakeholders to troubleshoot supply chain emergencies in a timely manner and to resolve quality, delivery, and pricing issues effectively.
    • Monitor market trends, supplier performance, and industry best practices to identify opportunities for improvement and risk management.
    • Provide support and guidance to internal stakeholders on procurement policies, procedures, and best practices.
    • Participate in cross-functional meetings to address project execution, supply chain issues, risk management, and drive continuous improvement initiatives.
    • Active participation in weekly meetings and completion of assigned department responsibilities.
  2. Professional Conduct/Development:
    • Build professional and technical knowledge through continuing education including reviewing professional publications, establishing personal networks, and participating in professional societies and educational workshops at the direction of the department director.
  3. Maintain and enhance the Company’s image through personal demeanor, networking, and methods of conducting business.
  4. Exhibit and promote the core values of respect, honesty, integrity, and team unity.
  5. Other duties as assigned.

Essential Requirements:

  • Good communication and organizational skills.
  • Strong attention to detail.
  • Discipline and integrity required to meet deadlines with minimal supervision and put in the time needed to ensure projects stay on schedule and meet budgets.

Minimum Qualifications:

  • A.A.degree in Business, Construction, or other relevant field of study; or 5 years of experience in Procurement/Supply Chain; or 2 years of experience in the construction, infrastructure, utilities, or related industries.
  • Proficiency in MS Word, Excel, Outlook, and Teams.

Preferred Qualifications:

  • Bachelors degree in Business, Construction, or other relevant field of study; or 8 years of experience in Procurement/Supply Chains; or 5 years of experience in the construction, infrastructure, utilities, or related industries.
  • Experience managing multiple construction projects or infrastructure facilities in different locations simultaneously.
  • ISM, ASCM, or other procurement/supply chain certifications
  • Proven technical or market knowledge of construction materials; particularly, steel rebar, concrete, lumber, or coatings.
  • Proven supplier relationship management.
  • Proven experience working with ERP systems. Deltek Costpoint knowledge a huge plus.
  • Working proficiency in Spanish.

Working Conditions:

  • Primarily office.
  • Occasional travel will be required.
  • Extended hours will be required as necessary to meet deadlines.
