Creek Indian Enterprises Development Authority is Hiring a Project Manager-FED Near Atmore, AL

Located in Atmore, AL and reporting to the Director of Construction, the Project Manager is responsible for overseeing all general coordination, estimating, scheduling, budgeting, and completion of Governmental Projects for PCISS. PCISS requires core competencies that are focused on New Construction and Renovation by Design or Design-Build Construction Projects in Government Facilities including but not limited to USACE/NAVFAC/NAVSEA/AF, DoD, DHS, FBI, ATF, DOE, DOI and other agencies.

Duties and Responsibilities

  • Develop detailed scope and aid in project design, subcontractor selection, take-offs, layout, cost estimation, budgeting, and project scheduling.
  • Manage and coordinate subcontractors, materials, equipment, budgets, schedules, contracts, and safety of employees.
  • Regularly monitor assigned project performance and cost estimates to forecast estimates through to project completion for reasonableness against plans and actual expense rate.
  • Lead and manage Site Superintendents as assigned, ensuring quality control, project delivery on time and on budget, while meeting or exceeding customer expectations.
  • Responsible for supervision and training of Assistant Project Managers/Superintendents to ensure compliance with all Federal Governmental Agency standard policies and procedure and PCISS policies and procedures.
  • Responsible for weekly Master Submittal Register Update Distribution for clients and subcontractors.
  • Create weekly summarized reports of all assigned projects.
  • Prepare, implement, and track project budgets.
  • Provide recommendations for cost savings for PCISS projects.
  • Maintain and update project schedules to reflect current information, monitor critical path activities and tracking of outstanding items.
  • Effectively manage multiple priorities and foster positive business relationships.
  • Ensure and monitor accurate record keeping in support of Davis Bacon/Prevailing Wage Requirements of Certified Payroll Reports as provided by the Superintendent.
  • Additional duties as may be needed.

Qualifications

  • Bachelor’s degree in Construction Management or related field and 5 years of Federal Construction Management/Leadership is preferred; or 10 years of Federal Construction Management Leadership in lieu of degree
  • Current and/or ability to obtain valid certifications within in (6) months of hire required: OSHA 30; EM385-1-1; USACE CQM-C; and CPR/FA/AED
  • Valid driver’s license is required
  • Strong employee leadership and mentoring skills are required
  • Demonstrated exceptional understanding and experience with safety processes and practices.
  • High proficiency in MS Word and Excel is required.
  • Demonstrated ability to effectively manage multiple priorities and foster positive business relationships
  • Exceptional technical writing and communication skills are required
  • Following skills and experiences are strongly preferred: Pre-Bid Site Surveying; Estimating; Bid Development; Pre-Construction Submissions and Close Out Stage experience; and Horizontal/Vertical Construction capabilities
  • Experiences in Renovation and Repair inclusive of Architectural, Mechanical, Electrical, Plumbing, HVAC, and Road and Parking Pavement are strongly preferred
  • Valid Anti-Terrorism AT-1 Training is preferred
  • Understanding and knowledge of FAR Regulations is strongly preferred
  • May be required to undergo a standard background check along with verification of education requirements.

Physical Requirements

The physical demands described herein are representative of those which must may need to be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an outdoor setting and/or standard office or conference room setting and use standard office equipment, including a computer.

To visit other company sites, employees must be able to operate a motor vehicle and fly in an aircraft, both of which may require sitting for prolonged periods of time. Employees must possess vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas will be required. This position requires an employee to bend, stoop, kneel, crouch, crawl, climb or balance; reach, push, equipment and pull drawers and doors open and closed. The employee must occasionally lift and/or move up to 40 pounds.
