Title: Manager of Pharmacy Operations
Reports to: Senior Director of Pharmacy Operations

Organization Summary:
Community Care Cooperative (C3) is a 501(c)(3) non-profit, Accountable Care Organization (ACO) governed by Federally Qualified Health Centers (FQHCs). Our mission is to leverage the collective strengths of FQHCs to improve the health and wellness of the people we serve. We are a fast-growing organization founded in 2016 with 9 health centers and now serving hundreds of thousands of beneficiaries who receive primary care at health centers and independent practices across Massachusetts. We are an innovative organization developing new partnerships and programs to improve the health of members and communities and to strengthen our health center partners.

Job Summary:
The Manager of Pharmacy Operations is responsible for overseeing all day-to-day operations of the multiple pharmacies and will be housed under a subsidiary organization of C3, Community Pharmacy Cooperative, LLC (CPC). CPC is focused on meeting the pharmacy related needs of the ACO and other cooperative members. The Manager duties include ensuring that all staff members are performing their jobs effectively and in accordance with company policies and procedures, communicating with the pharmacy and health center teams to optimize
patient care, organizing and directing pharmacists and technicians’ workflow, and ensuring that all pharmacies are operating under the federal and state guidelines.
The Manager may also be responsible for supporting and training employees. This includes ensuring that staff have the proper knowledge and skills to perform their job duties safely and effectively.

Responsibilities:
  • Develop clinic staff’s pharmacy knowledge by participating in clinical programs and training pharmacy staff, students, interns, and health care professionals
  • Comply with state and federal drug laws and regulations
  • Oversee record maintenance for controlled substances and the removal of outdated and damaged drugs from the pharmacies inventory
  • Oversee separated 340B drug inventories as appropriate
  • Oversee timecard punches and staff schedules to effectively optimize staffing costs
  • Supervise the work results of pharmacists and support personnel
  • Maintain safe and clean working environment by complying with procedures, rules, and regulations
  • Contribute to team effort by accomplishing related results as needed
  • Provide all staff HR functions including hiring, performance reviews, and termination
  • Manage operational activities within pharmacy program, including identifying tasks and assigning responsibilities to appropriate staff
  • Act as the primary contact with pharmacy providers to communicate operational concerns and problem resolution
  • Organize, convene, and participate in pharmacy operational meetings
  • Manage the enrollment and credentialing of all pharmacy providers
  • Responsible for pharmacy program integrity as it relates to pharmacy claims
  • Ensure current claims are adjudicating properly in reference to drug identification, drug pricing, third party liability, member identification, pharmacy provider identification, prescriber identification, and drug use review edits
  • Conduct, or authorize, systematic reviews of past claims to uncover any billing inconsistencies
  • Review billing trends for problem identification and work with the FQHC pharmacy teams to implement policies and procedures to prevent future occurrences
  • Oversee the pharmacy claims and operations to ensure proper billing procedures are being practiced
  • Assist in implementing an audit system for Massachusetts pharmacies
  • Coordinate audit activities being performed by outside vendors
  • Design local (desk) and on-site audits of pharmacy providers
  • Act as primary liaison with the pharmacy teams to implement modifications as a result of audit/program
integrity issues and/or policy or regulation changes
  • Identify, design, and implement cost savings measures and revenue generating projects that would benefit the pharmacy program
  • Guide and monitor the operations and evaluation of the Controlled Substances Program (CSMP)
  • Assist in the development and implementation of the pharmacy program’s quality improvement program
  • Other duties as assigned
Physical Nature of the Job:
  • Light work: Exerting up to 20 pounds of force frequently to move objects

Required Skills:

  • Ensure safe prescribing and dispensing of medication
  • Familiarity with 340B program and 340B inventory
  • Familiarity with Federally Qualified Health Centers
  • Knowledge of FDA, BOP and all applicable regulations
  • Ability to manage processes and develop implementation strategies
  • Knowledge of retail pharmacy legal compliance
  • Familiarity with adherence packaging and home delivery
  • Previous experience in a pharmacy, retail, medical, or customer service setting
  • Strong analytical and organizational skills including ability to analyze data to identify trends and communicate them through effective reporting methods
  • Strong attention to detail
  • Excellent oral, written, and verbal communication skills including experience presenting complex information to senior leaders
  • Skilled in exercising a high degree of initiative, judgement, discretion, and decision making to achieve objectives
  • Ability to travel in and out of state
  • Experience in the application of state and federal Medicaid and Medicare rules and regulations
Desired Other Skills:
  • Familiarity with the MassHealth ACO program
  • Experience with anti-racism activities, and/or lived experience with racism is highly preferred
Qualifications:
  • Graduate degree from an accredited pharmacy college recognized by the American Council of
Pharmaceutical Education (ACPE)
  • CPR or CPR/AED certificate
  • Doctor of Pharmacy degree
  • 3 years of relevant clinical and management experience, including a minimum of 2 years’ previous
management experience
  • Current licensure as Pharmacist in the Commonwealth of Massachusetts
