Supervisory Responsibilities
This role involves supervising a team of IT Specialist employees. It includes providing the necessary administrative and technical oversight to ensure the unit's objectives are met. The supervisor carries out administrative and human resource management duties for the staff, sets clear guidelines and performance expectations communicated through the formal employee performance management system, monitors performance, provides feedback, and conducts performance reviews. The supervisor addresses informal complaints, develops work improvement plans, and recommends necessary personnel actions. They offer guidance on work and administrative matters, ensuring all team members are trained and adhere to safety regulations. IT Project Planning and Management involves planning and developing objectives and milestones for extensive IT projects that encompass significant, mission-oriented programs. This includes implementing enterprise-level applications and modifying IT infrastructure to align with an agency's updated business processes. It entails conducting analyses, formulating project goals, objectives, strategies, and engaging in strategic, tactical, and business planning.
The role includes managing IT projects of high complexity or risk, such as agency-wide system integrations with extensive enterprise resource planning. It also involves developing and applying project management procedures, tools, templates, activities, and infrastructure.
It requires evaluating client information systems needs to establish project scope, requirements, and deliverables, and designing cost-benefit studies for the most efficient use of resources at minimal costs.
This role encompasses integrating configuration management, IT architecture, infrastructure design, and systems integration into comprehensive IT project plans. It involves setting standards for change management, controlling the change process by reviewing requests, and designing and managing systems testing procedures and functions.
Additionally, it involves developing information systems security plans and procedures.
As an IT Systems Analysis , the individual serves as a technical expert for new or improved information systems software, using judgment and creativity to promote the implementation of business-driven quality and process improvements. The role includes contributing to operational plans and aiding in the planning, directing, and coordination of the implementation and execution of approved IT policies, programs, and services.
The role also includes overseeing or coordinating the development of testing and implementation plans and preparing programming specifications for computer programmers.
Develops a recovery methodology for systems in line with the overarching agency or department disaster recovery plan, including system modifications to facilitate recovery. This involves identifying failure causes, documenting preventative methods for future issues, repairing software, and file restoration.
Advocates for automation methods that enhance CSOSA's system design and development processes, leading to the creation of high-quality information systems that fulfill core agency mission goals.
Manages, coordinates, and executes various information system analytical and development tasks, such as requirements collection, object-oriented design and analysis, new technology assessment, database design, and system testing, installation, and management.
Leads significant technology projects, conveying complex information to members of different disciplines to synchronize business operations.
Provides expert analysis and advice in crafting solutions for challenges within agency-wide technology initiatives. Assesses and resolves discrepancies between agency goals and technological demands, addressing complex and unique issues with innovative problem-solving approaches.
Formulates strategies for system recovery in case of system failure.

Qualifications
In order to qualify for the GS-14 position, you must meet all of the Basic Requirements and Specialized Experience as stated below.
Basic Requirement: Applicants must have IT-related experience demonstrating each of the four competencies listed below (these competencies must be explained as demonstrated acquired experience in your resume':
Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards. IT-related experience demonstrating this competency include Performing database and application performance monitoring.
Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. IT-related experience demonstrating this competency include Creating and maintaining user roles and assigning privileges in database applications.
Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. IT-related experience demonstrating this competency include Expressing information technology information recommendations to employees and managers.
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. IT-related experience demonstrating this competency includes - Assessing and correcting database application configurations.
In addition to meeting the Basic Requirements, qualified applicants must possess one year of Specialized Experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized Experience for this position is defined as (you must meet all the standards listed below):
IT Project Management Experience
  • Project management experience planning, initiating, and managing major or large-scale information technology (IT) projects for a large corporation, company, business, organization, or agency. Managing an IT Project throughout the entire life-cycle from beginning to its completion.
  • Experience leading and guiding the work of an IT technical staff (to include outsourcing to contractors) in IT-related projects.
  • Experience developing long-range IT project milestones for implementation of enterprise-level changes to IT software (and hardware) systems.
  • Serves as liaison between business (to include stakeholders) and the technical aspects of IT-projects.
  • Extensive experience planning and implementing IT-related projects through each stage of the project from beginning to the end which includes budgeting, project scope, work-breakdowns, organizing key project events, milestones, and assess business implications for each stage. Monitoring the progress of IT projects to assure deadlines, standards, and cost targets are met.
  • Experience effectively planning and managing an IT network security to include the cyber-security framework for a large company, organization, or agency.
  • Demonstrative knowledge and understanding of IT Enterprise Architecture (EA) and IT Infrastructure Design and how they work together in creating Enterprise Architectural Planning (EAP) strategies.
IT Systems Analyst Experience
  • Demonstrative knowledge to include experience in IT Infrastructure Design which includes the architecture and typology of software, hardware, Cloud-based data warehousing, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software.
  • Enterprise Architecture - The principles, concepts, and methods to align Information Technology (IT) strategy, plans, and systems to the goals, objectives, and processes of a business or organization.
  • Information Technology Architecture - Architectural methodologies used in the design and development of information systems, including the physical structure of a system's internal operations and interactions with other systems.
  • Configuration Management - The principles and methods for planning or managing the implementation, update, or integration of information systems components.
  • System Integration - The process of connecting different IT systems or components to work as one.
  • Infrastructure Design - The architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and
  • associated protocols and standards, and how they operate and integrate with one another and with associated controlling software.
  • Information Systems/Network Security - Designing, upgrading, and maintaining, and building the security structures within an organization's IT system.
  • Systems Life Cycle - Systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.
  • Systems Testing and Evaluation - Evaluating integrated systems and/or applications to ensure that all the components work together effectively.
  • Contracting/Procurement - Initiating contract agreements. Overseeing and reviewing the work of outside contractors.

Time-in-Grade Reminder:
