EMPLOYMENT OPPORTUNITY

Job Title: Chief Deputy County Treasurer

Department: County Treasurer's Office

Reports To: County Treasurer

Salary: $4,389.90/month, or greater depending on qualifications and experience

Summary: Performs general administrative, clerical and accounting duties in support of the department, which functions to record and
manage county funds.

DUTIES AND RESPONSIBILITIES

Essential Job Functions: Maintains current and separate records of county bank accounts. Prepares monthly bank reconciliation’s for
payroll accounts and all other accounts handled in the Treasurer’s Office. Handles cash management, interpreting County and
Departmental policies and procedures, and keeping current with the application of pertinent statutes and Commissioner’s Court policies;
administers ongoing contracts. Trains the Treasurer’s Office staff who assists in performing a variety of financial activities and/or who
provide daily maintenance of various accounting and computer systems. Supervises clerical personnel in Treasurer’s Office; schedules,
assigns, and checks work. Prepares bi-monthly payroll checks for distribution, with assistance of Clerk; assists with distribution. Handles
daily cash management procedures. Maintains County Investment records; acts as liaison with banks regarding County funds, keeping
effective working relationships with the local banking community. Processes various reconciliation’s, bank record keeping and management
of restricted funds; prepares statements and reports regarding collection and receipt activities. Maintains bank signature cards, issues stop
payments on checks as requested and signs checks as authorized. Assists in the preparation of the annual budget documents; helps keep
constant track of departmental expenditure of funds against current year’s budgeted authorizations, expediting necessary appropriation
transfers. Assists auditors in locating reports and information and through the ongoing maintenance of an effective audit trail. May advise
the County Treasurer on fiscal policy details as it applies to Commissioner’s Court’s previous interpretations of procedure and direction on
fiscal problem solving. Prepares worksheets and reports as requested, including spreadsheets on State Fee Reporting and monthly reports
to the state on Environmental Control Permits. Records and monitors county investments, bank collaterals and pledge securities; writes
Deposit Warrants for investments. Composes and types correspondence, memos, reports, etc., as necessary. Takes charge of all office
activities in the absence of Treasurer. Regular and predictable attendance is an essential function of this position.

Other Job Functions: Performs other job related duties, as directed.

JOB REQUIREMENTS

Education and Experience: Associate degree in Accounting Technology or Business Office Management and five years experience
handling fiscal operations, preferably in a local government setting, or an equivalent combination of training and/or experience.

Knowledge, Skills & Abilities: Knowledge of accepted office practices and procedures; effective verbal and written communication skills;
typing skills; computer skills, including working knowledge of spreadsheets and other job related software. Knowledge of modern principles
of public financial management, administration, budget preparation and accounting; rules and regulations governing municipal financial
management in Texas. Knowledge of business math and budgetary processes/procedures. Strong interpersonal skills in order to deal
effectively with all levels of employees, elected and appointed officials, bank personnel, brokers, vendors and the general public;
supervisory skills. Skill in preparing complete and accurate financial reports and statements; making moderately complex decisions
according to established policy; maintaining accurate administrative, fiscal, and general office records.

Specialized Requirements: Valid Texas Drivers License

WORK SITUATIONS/DEMANDS/EFFORT: Work requires organizing; prioritizing; accuracy; attention to detail; multi-tasking; working alone,
with a group and with the public; flexibility in order to assist with and coordinate a variety of activities; performing routine, repetitive tasks;
driving a vehicle to other county office locations; working with money. Employee works independently within established guidelines and
timeframe; requires assistance only with unusual, non-routine matters or situations.

WORKING CONDITIONS: Work is performed primarily in a climate controlled open office environment. When driving a vehicle, employee
may be subject to adverse weather and environmental conditions, physical and safety hazards from moving machinery, traffic, etc.

PHYSICAL REQUIREMENTS: Work is primarily sedentary; duties require reaching, lifting and carrying objects weighing up to 10 lbs., such
as files, ledgers, books, office supplies, etc.; occasional prolonged sitting to perform desk and/or computer work; walking through the
building and at other office locations to deliver memos, correspondence, reports, payroll checks, etc.; driving a car.
