DEPUTY SHERIFF - BAILIFF / CIVIL PROCESS SERVER

GENERAL DEFINITION OF WORK:

Performs responsible protective service and human support work providing courtroom security and processing civil papers; does related work as required. The work may be performed under emergency conditions and involve considerable personal hazard. Work is performed under regular supervision.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Ensuring courtroom security; supervising and transporting prisoners; serving civil process legal papers; preparing and maintaining files and records.

  • Ensures the security and order of courtrooms prior to and during court sessions.
  • Transports and supervises the movements of prisoners to and from court when required to do so.
  • Removes unruly individuals from the courtroom.
  • Responds and carries out all orders of the judge.
  • Escorts jurors to and from the courtroom.
  • Searches courtroom and prisoners for contraband.
  • Prepares forms, memos, letters, work orders, security assessments.
  • Serves summons, notices, court orders, notices, subpoenas, liens, garnishments, evictions, repossessions and other legal papers.
  • Executes Proof of Service on civil papers served.
  • Makes arrests, forcibly if necessary, using handcuffs and other restraints.
  • Subdues resisting suspects using weapons and maneuvers and other approved self-defense methods.
  • Locates people through various means for service of civil papers.
  • Performs Deputy Sheriff - Patrol duties as required.
  • Prepares periodic reports.
  • Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of the laws and procedures of court operations; general knowledge of the street system and geography of the County; general knowledge of the laws and procedures of civil process; ability to exercise tact and judgment in handling visitors of the court and in maintaining the behavior of prisoners; ability to follow oral and written instructions; ability to deal courteously but firmly with the public; ability to solve problems within scope of responsibility; skill in the use of firearms and operation of motor vehicles; ability to establish and maintain effective working relationships with associates, court personnel, inmates and the general public.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school.

PHYSICAL REQUIREMENTS:

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, and extreme heat. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.

SPECIAL REQUIREMENTS:

Possession of an appropriate driver’s license valid in the Commonwealth of Virginia. Possession of basic law enforcement and firearms certifications. Must meet and maintain minimum training and experience requirements for the position as established by the department and the Commonwealth of Virginia.
