COUNTY OF VOLUSIA is Hiring a Software Engineer II - Fire Rescue Near Various locations throughout Volusia County, FL

Progressively responsible position performing technical work designing, programming, configuring, and customizing computer systems. Provides customer support in the use of computer systems. Elicits and documents business processes and user requirements. Analyzes and summarizes complex data sets in order to support business processes.
This position is open continuously until filled.

  • Determines project resource requirements, including personnel, hardware, and software.
  • Analyzes cost statistics and prepares economic comparisons of alternative methods.
  • Designs and implements computer systems, ensuring compliance with established standards.
  • Creates specifications for coding, testing, and implementation tasks.
  • Reviews program code to ensure compliance with established standards.
  • Coordinates implementation of new or modified computer systems.
  • Identifies opportunities to modify or improve existing systems.
  • Acts as a liaison to a user agency.
  • Creates and maintains non-technical user documentation, help files, and training materials.
  • Codes and tests computer systems according to specifications and standards.
  • Creates and maintains methods, procedures and forms to be utilized by end users.
  • Creates and maintains dynamic reports.
  • Creates and maintains web pages.
  • Creates and maintains technical documentation.
  • Performs quality assurance and quality control tasks.
  • Monitors computer systems to ensure performance meets expectations.
  • Performs program maintenance according to specifications to modify or improve performance.
  • Assists with the implementation of new systems.
  • Assists with the preparation of presentations and training materials.
  • Provides third level help desk support and problem resolution.
  • Performs research and data analysis; participates in special projects.
  • Conducts user training sessions.
  • Assists with management presentations regarding a computer system.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.
Bachelor's degree in Mathematics, Computer Science, Data Processing or related field, and two (2) years' of responsible experience as a programmer.  A comparable amount of training, education, or experience may be substituted for the minimum requirements.
  • Knowledge of Fire and EMS services.
  • Knowledge of creating dashboards for reports.
  • Knowledge of the principles of database management systems, including data storage, retrieval, and manipulation.
  • Knowledge of the assigned governmental functions and the information required from data processing services.
  • Knowledge of the developer functionality of Microsoft Office products.
  • Skilled in the use of database software, including Oracle and/or Microsoft SQL Server.
  • Skilled in design and documentation of computer systems.
  • Ability to establish and maintain effective working relationships.
  • Ability to analyze data, develop conclusions, and produce summary reports.
  • Ability to plan, schedule, and coordinate the work effort of developing computer systems. 
  • Ability to interpret system statements, develop general and detailed computer flow charts, and to prepare block diagrams indicating hardware configuration.
  • Ability to develop interfaces using database procedures.
  • Ability to recognize opportunities for system improvements.
  • Knowledge of computer programming and operating systems.
  • Knowledge of the principles of object-oriented programming.
  • Knowledge of systems analysis, data processing, mathematics, statistics, logic and principles of reasoning.
  • Skilled in development and support of computer systems.
  • Ability to perform a wide range of programming tasks, including data automation, editing, analysis, and quality assurance.
  • Ability to create effective documentation of workflows and procedures.
  • Ability to learn from self-directed study.
  • Ability to listen and communicate effectively.
  • Ability to respond to emergency situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

Fire Rescue Information Systems Assignment 

Skilled in the use of the following information system technologies: 

  • Fire Records Management software (ZOLL, ESO and or Imagetrends)
  • Crystal Reports
  • SQL Server Reporting Services
  • SQL Scripting
  • Arc GIS (Online, Pro)
  • Python
  • HTML or HTMLS
  • JavaScript
  • Office 365
ADA REQUIREMENTS:

Mental Demands: Ability to read and comprehend technical and professional writing. Ability to perform general mathematical functions. Ability to write reports, critiques, memos, letters, instructions and procedures. Ability to speak publicly; conversant in theory and practices of discipline. Ability to analyze data and develop conclusions. Ability to identify and resolve problems. Ability to think logically and show attention to detail.

Physical Demands: Light to medium work. Ability to see, hear, talk; finger dexterity, lift, push, pull 15 lbs., handle, grasp. If assigned to Geographic Information Systems, color acuity is necessary to distinguish closely related colors and shades.

Environmental Demands: Inside work.
