Job Description

General Overview
Incumbent is responsible for performing work activities utilizing both manual labor and motorized equipment in the construction, maintenance, and repair of drainage systems with County of Summit Engineer responsibilities and maintains County of Summit waterways and storm water control facilities. Incumbent serves as a primary resource in the performance of manual labor duties and vehicle and equipment operating. This is skilled work in the operation of moderately complex vehicles and equipment in construction and related maintenance activities. Incumbent operates vehicles and equipment requiring specialized skill and/or training in manipulating controls and attachments and/or in maneuvering for sage and efficient special purpose operation. When not operating vehicles and equipment, employee participates in and/or leads work crew activity. Incumbent performs the tasks of clearing, seeding, installing drainage pipe, and maintaining grade control. Incumbent guides and directs heavy equipment operators in the performance of their duties while in close/confined quarters. Incumbent is responsible for participating and leading the installation and maintenance and repair of traffic control devices, guardrail and pavement markings. Incumbent works under general supervision on routine or repetitive assignments and under close supervision on special or unusual assignments. Incumbent reports to the designated ditch maintenance supervisor or other supervisory element as determined by the Director of Public Service. Performs other related duties as required.
Required Qualifications
Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below. Completion of secondary education or equivalent with expected proficiency in written and oral communications and basic mathematical skills. Experience in operating motorized equipment up to and include dump trucks. A valid State of Ohio Class B Commercial Drivers License with a Tanker endorsement.
Knowledge, Skills, and Abilities
Working knowledge of operation of grading equipment truck and other motorized equipment operations; operation of chain saws and chippers and other equipment with potential for physical harm; effective and safe operation of complex automotive equipment in traffic and in and around work crew areas; component parts of vehicles and equipment, the performance limits and the preventative maintenance necessary to keep equipment in satisfactory operation; pavement marking application, sign installation and guardrail installation or any equivalent combination of training and experience; methods materials and equipment used in the installation, maintenance and repair of non-electric traffic control devices and guardrail; various measuring devices used to locate and lay out signs, pavement markings and guardrail; Ohio Manual of Uniform Traffic Control Devices and Ohio Department of Transportation and Standard Construction Drawings; ditch maintenance and construction techniques; safety practices and procedures as they apply to work assignments; lay-out practices, procedures and techniques as relates to ditch maintenance and drainage pipe work; departmental policies, procedures and work directives and their applicability to the assigned duties*. Ability to read and comprehend written plans, diagrams and written instruction; understand oral communications; implement safety practices and procedures as they apply to work assignments; perform basic mathematical calculations necessary to the maintenance, installation and grading activities; work well with others and to extend courtesy to the public. Skills in effective and safe operation of complex automotive equipment in traffic and in and around work crew areas (*Indicates developed after employment).
Job Duties
The duties listed below are intended to depict tasks performed by this classification.
Essential Job Functions Installs different types and sizes of drainage pipe for storm water management. Installs various forms and types of erosion control material, such as but not limited to rip-rap, vegetation mats, silt fence(s), grids, seeding, and mulching. Serves as guide to heavy equipment operators performing grading and ditching work. Performs grade checking using “eye”, levels, and laser equipment. Cuts, trims, clears and chips trees, brush, and all other vegetation from ditch right-of-way. Transports various materials in dump trucks to and from job site(s), and tows trailers in regular operations. Operates pumps for water removal, operates compactors in back filling, and pours and finishes concrete. Performs relevant duties based on task differences between drainage pipe installation and maintenance and ditch maintenance. Operates a variety of light and heavy trucks to transport people, equipment, and materials; loads and unloads pipe, logs, and steel plates; operates high pressure water truck and roller, in the construction and maintenance of highways. Operates salt spreader and heavy trucks with plow attachments and liquid deicer systems for snow and ice control operations; Operates more complex equipment for short periods. When not operating equipment, participates in and/or leads work crew activity. Performs related work and completes records as required. Assists the Bridge Maintenance Crew when performing joint tasks and when constructing forms for and pouring concrete. Assists in the set-up and break-down of heavy equipment preparatory to moving and transport. Assists equipment operators in the hooking and chaining of flotation mats, drainage pipes, logs, and other materials, items, or devices used in support of job function. Directly participates in the lay-out, pre-marking, installation, repair and removal of traffic control devices, guardrail and pavement markings. Drives and operates all vehicles and equipment associated with the above work and also tows any trailers designated for the transportation of materials required for said work. Performs minor maintenance and repair on pavement marking equipment. Keeps records and prepares reports of work performed. Non-Essential Job Functions Performs preventative maintenance as necessary, to work-related tools. Assists co-workers as needed. Performs other duties related to highway, bridge, and ditch maintenance as required at the same level of skill and knowledge and in accordance with the terms and conditions of the current labor agreement.

Must possess a valid state of Ohio Class B commercial drivers license with a tanker endorsement.
