SR. OFFICE SUPERVISOR C/D
 
This recruitment will be posted for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PST) when the needs of the County are met. Qualified candidates are encouraged to apply immediately as this recruitment may close at any time without notice.
 
The eligible list established through this recruitment will be used to fill current and future Sr. Office Supervisor C/D positions within the County of Orange until the next recruitment. The current vacancy is within the Social Services Agency. This recruitment may also be used to fill positions in similar and/or lower classifications.

 THE OPPORTUNITY
 
 This position is a second level supervisor over one or more Office Supervisor (C) and/or (D) positions or over Office Supervisor (A) and/or (B) positions with significantly large number of total staff (number meeting this criteria may vary over time based upon County-wide office staffing patterns).
 
 
THE POSITION
 
The Sr. Office Supervisor C/D is responsible supervising first-line supervisors; assign and set priorities of work, analyze current work procedures to identify problems, develop solutions and recommendations; coordinate staffing needs, coordinate staffing needs; evaluate staff performance; write/conduct performance reviews; recruit, interview, recommend/deny merit increases; address grievances and personnel performance issues, i.e. counsel employees, prepare and conduct discipline interviews; initiate formal discipline procedures; develop current and long term requirements for clerical supervisory personnel and equipment; prepare written justifications, proposals and cost analysis; act as assistant to Records Manager; analyze, develop, implement, and interpret administrative and departmental policies and procedures related to the respective agency.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
 
The ideal candidate will possess excellent interpersonal and organizational skills; must have strong oral and written communication skills; ability to act as liaison between manager and subordinates transmitting messages, orders and requests; compose correspondence independently based on policy and guidelines; coordinate and supervise work of others.

Technical Knowledge/Experience
 
  • Thorough knowledge of general office procedures and equipment
  • Knowledge of basic mathematics including percentages, means, medians, and other elementary statistical measures
  • Proficient in MS Word, Excel, Outlook, and PowerPoint

  • Lead staff toward meeting the department's objectives by fostering continuous improvement and innovation
  • Perform all aspects of supervision, including staff development and training
  • Delegate work effectively to get the job done

Planning and Organization
  • Develop and maintain effective systems to manage multiple projects with multiple timeframes
  • Plan and prioritize assignments and meet various deadlines
  • Conduct special projects by identifying project resources, persuading key personnel to provide resources to meet project objectives and acting to ensure objectives are met
 

Problem Solving & Decision Making
  • Knowledge of techniques for gathering, compiling, analyzing and presenting information
  • Ability to analyze problems in context of available information and program constraints
  • Ability to work independently and make decisions that could impact the well-being of others
 
Oral/Written Communication Skills
  • Communicate effectively with supervisors, co-workers, and external customers
  • Prepare and orally present information to various groups

Interpersonal Skills
  • Establish and maintain cooperative working relationship with internal and external customers
  • Build and create a positive atmosphere within a team
  • Work as a team and assist others in their job responsibilities/duties when needed
SPECIAL QUALIFICATIONS:
 
Candidates for SSA will be required to undergo and successfully clear a background clearance check prior to the start of their employment. All employment offers are contingent upon successful completion of a background check. Areas considered in the background check include conviction history, employment history, professional references and education verification (i.e. degree, license, or official transcripts) if applicable. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.) - In addition, a Child Abuse Central Index (CACI) background clearance check may be required. CACI is a repository of child abuse investigation reports managed by the Department of Justice (DOJ) that contains information related to substantiated cases of physical abuse, sexual abuse, mental/emotional abuse, and/or severe neglect of a child.
