Pay Range: $88,771.09 to $116,512.06/year
This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirements for the job.

Position Summary
The Human Resources Business Partner Manager will serve as a trusted and collaborative leader, providing proactive and practical counsel to County leadership while ensuring alignment with organization culture and strategic initiatives. Strong skills in building relationships, diagnosing, advising, influencing and guiding all levels of management on the implications of organization decisions as they relate to people-management and leadership are required. A proven ability to drive programs and processes that facilitate change is essential.
Essential Functions
The HR Business Partner Manager will collaborate with organizational leadership, HR team members and others throughout the County to accomplish the following:
Plan, direct, supervise, and coordinate work activities of the HR Business Partner team
Provide strategic HR leadership and consultation while demonstrating the ability to anticipate and assess emerging organization or people trends in order to identify and implement the appropriate HR solutions
Provide direction that enables the delivery of HR services to client groups in a way that results in a seamless point of contact to the broader HR organization
Collaborate with client group leadership and HR leaders/Centers Of Excellence (COE'S) in the design and execution of strategies to increase organizational, team and individual performance, improving the organization’s capabilities to deliver against its strategic goals
Provide expertise in the areas of leadership and team coaching, organizational effectiveness, change readiness/management, employee relations and facilitation of HR-related training with a bias toward building client capability
Collaborate with organization leaders and HR COE’s to perform needs and/or gap analysis with individuals, teams and/or client groups, developing a strategy on how to measure long-range impact of related solutions
Review and analyze client group data to identify trends and recommend solutions to improve performance, retention, and employee experience
Provide management coaching to build leadership capabilities with respect to addressing and resolving employee issues
Minimum Qualifications

Experience:
Minimum of six years of progressively responsible experience in multiple areas of Human Resources and minimum of two years of consulting experience, including experience with needs/gap analysis, diagnosis, solution development and measurement; including one year of supervisory experience or completion of an approved supervisory training program.

Education:
Bachelor's degree in Business Administration, Human Resources, Organizational Development or related field.

Licenses and Certifications
May require a North Carolina or South Carolina Driver’s License
Preferred Qualifications
Five plus years leading a team of Human Resources professionals
Experience in multiple areas of Human Resources, particularly employee relations, talent acquisition, workforce planning, succession planning, career and development planning, and compensation/classification
Human Resources-related certifications (ex: PHR/SPHR, SHRM-CP/ SHRM-SCP, Coaching, Change Management, etc.)
Master’s degree with emphasis in Business Administration, Human Resources, Organizational Development, or related field preferred
Knowledge, Skills and Abilities

Knowledge of
Human Resources best practices with respect to providing modern and innovative Human Resources solutions
Multiple areas of Human Resources (employee relations, organization design, workforce planning, succession planning, employee relations, engagement and retention, talent development, etc.)
Employment-related laws, regulations and trends

Skills
Human Resources analytical research as demonstrated by the ability to collect, develop, assess and blend information and recommendations from a wide variety of sources combined with deep expertise in organization solutions development
Change management practices in order to assist client groups with their ability to successfully manage ambiguity and/or resistance during change
Maintaining an effective level of business literacy to provide a consultative approach to delivery of Human Resources services

Abilities
Be an influential and results-oriented Human Resources Business Partner who can develop and manage relationships across client groups/Human Resources and with a wide variety of partners based on trust, teamwork and subject matter expertise.
Coach and influence multiple layers of management
Deliver results with little supervision in a dynamic and often ambiguous environment
Multi-task and re-prioritize work based on organization demand and priorities
Communicate clearly and concisely – verbal or written – for a variety of audiences

Computer Skills
Proficient in various computer applications including Microsoft Office Suite
