County of McLeod is Hiring a SOCIAL SERVICES SUPERVISOR Near Glencoe, MN

Salary Range is $72,507-108,761 depending on experience

Position opened until filled - review of applications will be ongoing


Essential Functions/Responsibilities

Duties listed are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Position Duties

  • Supervision of personnel
  • Assign cases to staff and monitor appropriate distribution of workload.
  • Provide emergency and back-up staff coverage.
  • Meet monthly with each staff person for the purpose of providing both clinical and programmatic supervision and feedback.
  • Formally evaluate each staff person annually in a written manner (using prescribed forms).
  • Provide formal orientation and training of new staff persons.
  • Develop staff development and training plans for all staff and evaluate annually.
  • Document all training opportunities provided to staff.
  • Consult with staff on intakes and cases as needed.
  • Conduct weekly staff meetings for the purpose of:
  • Ensuring timely communication
  • Building and strengthening a team-work approach within the unit
  • Clarifying policy/procedure
  • Obtaining feedback and suggestions
  • Scheduling staff (intake and emergency)
  • Facilitate group case consultations
  • Monitor staff compliance with rules affecting their caseload.
  • Ensure staff compliance with policies and procedures of the office.
  • Ensure staff enters time reporting in a timely manner.
  • Administrative Responsibilities
  • Provide recommendations to the Director on policies, procedures, or guidelines designed to improve the overall functioning of the Agency.
  • Utilize grants and state allocations to provide funding for County programs to maximize federal, state and other participation and minimize the effect on local taxes.
  • Apply for the grants on a yearly basis.
  • Monitor compliance with requirements of the grant/allocation.
  • Complete reporting requirements.
  • Manage programs to maximize reimbursements. For example, Medical Assistance (MA) reimbursement for child welfare targeted case management and children’s mental health assessments.
  • Ensure compliance with guidelines.
  • Remain up to date on changes affecting these programs.
  • Complete reporting requirements.
  • Negotiate contracts with vendors and monitor for compliance.
  • Ensure proper utilization of the computer system(s) as used for social service purposes (Social Service Information System, etc.).
  • Assist Director with hiring, discipline, and termination of social service staff as necessary.
  • Assist the Director in preparing the annual budget pertaining to the programs and services of this unit.
  • Participate on the agency’s management team. Attend weekly meetings of same.
  • Attend monthly Welfare and Social Service Committee meetings and report on social service matters.
  • Public and community relations
  • Represent the Agency at various meetings and committees as requested.
  • Do public speaking as requested by community groups.
  • Serve on community boards and committees when requested by the Director.
  • Represent the Director in his/her absence.

Non-Essential Functions

Knowledge, Skills, Abilities

  • Ability to effectively communicate with people, deal with unusual situations, and handle stress.
  • Knowledge of social service functions, procedures, and structures.
  • Knowledge of administrative techniques.
  • Excellent written and oral communication skills.
  • Knowledge of computer reports and grant writing.
  • Proficient in Microsoft Word and Excel.
  • Knowledge of laws, rules, regulations and guidelines pertaining to social service programs such as child foster care and family child care licensing, child protection investigations, family assessment response to child protection concerns, parent support outreach program requirements and the Indian Child Welfare Act.
  • Knowledge of indications of mental health, chemical health, abuse and child development.
  • Knowledge of federal, state and local laws and regulations pertaining to data privacy and collections methods.
  • Knowledge of investigative and information collection techniques and procedures.
  • Knowledge of the legal process, rules of evidence and court procedures related to child protection and delinquency hearings.
  • Ability to plan and coordinate workflow for maximum efficiency and effectiveness.
  • Ability to motivate staff, stimulate professional growth and evaluate staff performance.
  • Ability to develop and maintain effective working relationships with staff, other professionals and the general public.
  • Ability to maintain effective working relationships with individuals from all cultural, occupational and socioeconomic backgrounds.
  • Ability to demonstrate tact, courtesy, and a positive approach in communication and interaction with other agencies, organizations, and the general public.
  • Ability to resolve problems according to agency procedures with a minimum of supervision.
  • Ability to demonstrate a constructive approach to managing and leading change.
  • Ability to analyze and interpret information, laws and federal and state policies.
  • Knowledge of the principles and practices of public administration, organization theory and participatory management practices.
  • Ability to develop and implement policies and procedures for a work unit.
  • Ability to identify training needs and design and implement training programs for employees.
  • Knowledge of human behavior and effective supervisory techniques.
  • Skill in applying supervisory principles in directing a unit.
  • Ability to effectively manage multiple priorities at the same time.

Minimum Qualifications

Education and Experience

  • Bachelor’s degree from an accredited college/university in social work or a closely related field;
  • At least six years of work experience as a social worker, or;
  • Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.

Required Certifications/Licenses

  • Valid Minnesota driver’s license with proof of insurance.

Relationships

  • Social work staff in order to provide supervision, consultation and support, exchange information, address problems, explain program policy, identify resources, and approve expenditure of funds.
  • Agency administrative staff regarding information sharing, program coordination, agency policy and procedures, and agency program development.
  • Local Law Enforcement personnel, county attorney’s office personnel, County Child, Court personnel, Child Protection partners, colleagues in the child protection field, MN DHS Staff.
  • Interaction with the public.
  • Local, regional, state and federal agencies.

Supervisory Responsibilities

  • Approximately 8.0 FTE – Social Workers.
  • Approximately 1.0 FTE - Paraprofessionals.

Working Conditions

  • Work is performed primarily in the agency office with field visits to clients’ homes, schools, community mental health agencies, treatment facilities, and court.
  • Frequent travel may involve exposure to inclement weather conditions, unsanitary conditions in homes, and unsafe environments.
  • Direct service provision may require dealing with persons who are suicidal, hostile, aggressive, abusive or threatening.
  • Occasionally requires driving to county facilities and other sites in the state.

Physical Requirements Of This Position

  • Sit or stand at a desk for extended periods of time and perform work at a computer or talk on the phone.
  • Hear and speak effectively to communicate in person and over the phone with contacts listed under Internal/External Relationships above.
  • Visual acuity to read computer screens and printed documents and to see to drive a motor vehicle.
  • Apply physical coordination in order to safely drive an automobile throughout the county under various road and weather conditions.
  • Physical ability to move about the office and to traverse the various work sites entailed in Essential Functions above.
  • Manual dexterity to:
    • Operate a calculator and type on a keyboard use a computer mouse.
    • Perform manual tasks such as handwriting, searching through documents and compiling material.
  • Office work may include reaching for documents and supplies, standing or kneeling to search through file cabinets, fingering to find files, grasping documents, and repetitive motions such as typing and sorting/compiling material.
  • Lift and carry files and boxes weighing up to 25 pounds.
