Under direction, to perform a variety of professional water resources duties; and to do related work as required.SUPERVISION EXERCISEDMay exercise technical and functional supervision over lower level staff.Conducts and participates in water resources-related programs and projects; organizes, analyzes, summarizes and interprets technical information, including maps, charts, and graphs for studies and reports; makes recommendations on project and program needs; visits project sites to anticipate and resolve potential problems; provides oversight and contract management for technical consulting staff; coordinates activities and meets with water agencies, cities, and other organizations, including members of the public.OTHER JOB RELATED DUTIES
Performs related duties and responsibilities as assigned.Knowledge of:
  • Pertinent Federal, State, and local laws, codes, and regulations related to water resources and projects where assigned.
  • Water resources principles and practices.
  • Research and mathematical methods as applied to collection and analysis of data.
  • Project management principles and practices.
Skill to:
  • Operate modern office equipment, including computer equipment.
  • Prepare clear, concise technical reports.
  • Speak in public to make presentations.
  • Manage multiple projects simultaneously.
Ability to:
  • Prepare charts, maps and other graphic representations.
  • Apply principles of logic and scientific reasoning to develop and evaluate alternative courses of action and recommend appropriate solutions.
  • Learn to conduct research as it applies to water resources.
  • Effectively represent the County to the public, community organizations, and other agencies.
  • Effectively communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course and scope of work. 
EXPERIENCE AND TRAINING GUIDELINESAny combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
One (1) year of increasingly responsible water resources experience comparable to that of a Water Resources Specialist II with Madera County.Training:Possession of a Bachelor's degree from an accredited college or university with major coursework in environmental science, ecology, geology, environmental science, urban and regional planning, engineering, or closely related field.License:
Possession, or ability to obtain by date of appointment, a valid Class 'C' California driver's license.Special Requirements:Essential duties require the following physical skills and work environment:

The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission. PRE-EMPLOYMENT MEDICAL REQUIREMENTS:As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.Designated classifications required to submit to an employment medical examination generally include those that are physical in nature or as may be required by law.
