The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Military and Veterans Affairs is seeking qualified candidates to fill emergency Supervisor, Veterans Claims vacancies related to the homelessness crisis. 

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. 

Those who successfully pass the assessment will be considered for permanent appointment to Supervisor, Veterans Claims.

DEFINITION

Supervises and participates in the work of staff involved with assisting veterans and their dependents in preparing claims for benefits in the Department of Military and Veterans Affairs.

CLASSIFICATION STANDARDS

Positions allocable to this class report to the Director, Military and Veterans Affairs. They are distinguished by their responsibility for providing administrative and technical supervision to veterans claims assistants. Incumbents in these positions must demonstrate knowledge of County, State, and Federal laws and regulations relating to all areas of veterans claims and benefits and be able to supervise, plan, assign, and evaluate subordinate staff work.

  • Supervises and coordinates activities of field office personnel concerned with advising and assisting homeless veterans and their dependents in establishing rights to and filing claims for benefits.
  • Assists in the establishment and maintenance of a branch office providing services to homeless veterans, such as preparation of claims or referrals to other agencies.
  • Assists in the coordination of the activities of the department with those of other organizations concerned with the welfare of homeless veterans.
  • Interviews homeless veterans and their dependents and assists them in the preparation of claims for benefits, as necessary.
  • Conducts regular file audits to ensure departmental compliance with applicable laws and regulations.
  • Provides staff training related to documentation, compliance, and other areas, as needed.
  • Maintains records and prepares reports by accurately inputting data into VetPro; monitoring tickler reports, awards, and denials for accuracy; etc.; reviewing DVS 19, 20, 40, and MC reports; summarizing awards, denials; using a computer and appropriate software in order to receive reimbursement from the State of California in the form of subvention funding.
MINIMUM REQUIREMENTS
  • Option I: Three (3) years' experience assisting veterans or their dependents in filing and processing claims for a variety of veterans benefits, one year of which must have included lead responsibilities and involvement with the more complex and difficult claims for benefits.
  • Option II: One (1) year's experience as a Veterans Claims Assistant III.
You MUST meet at least one of the the above requirements in order to be appointed to fill any vacancies related to this recruitment.
LICENSE
A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.PHYSICAL CLASS
II - Light. Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.
