Dutchess County Department of Community and Family Services
Salary Range: $95,933 - $106,759
This is a provisional position in the Dutchess County Department of Community and Family Services pending a future Civil
Service Exam. This is an administrative and management position responsible for the planning, initiating, coordinating,
monitoring, and evaluating of a variety of services/programs to help individuals and families with special needs. This position
will chair a sub-committee of the Health and Human Services Cabinet. Work is performed under the general direction of the
Commissioner of Behavioral and Community Health and the Deputy Commissioner of Behavioral and Community Health for
Mental Hygiene, and in accordance with rules and regulations of New York State. The Director of Special Needs Services will
have wide latitude for exercising independent judgment in applying professional knowledge and expertise to specialized
problems and issues. Supervision is exercised over professional and clerical personnel. This position is expected to work non-
routine hours beyond the normal work week as needed.
TYPICAL WORK ACTIVITIES:
Evaluates county activities and programs, especially those within the Human Services Departments including the Department of
Behavioral and Community Health and the Department of Community and Family Services; assists with the development of
procedures to ensure program alignment with goals that are inclusive to special needs; determines the extent and availability of
services to individuals and families with special needs and maintains a database of special needs services available in Dutchess
County; makes policy recommendations to county services/programs for individuals and families with special needs based on
interpretation of collected data/information; prepares and administers grants for special needs services/programs addressing the
identified needs and gaps in services; prepares and submits plans for comprehensive special needs services/programs to be
reviewed by the Health and Human Services Cabinet, the County Executive, the Legislature and our Health and Human Services
Community partners; supervises the compilation of data and preparation of reports concerning economic, sociological and other
conditions as they relate to the problems of individuals and families with special needs; responsible for office operations
including procedures, budget preparations and policies; manages and coordinates the role of the county in both community and
special events, such as Special Olympics; advises and assists local/regional municipalities, public and private agencies/service
providers in the development, coordination, promotion and administration of services/programs for individual and families with
special needs; works with county departments to evaluate and develop an emergency preparedness plan specifically pertaining to
individuals and families with special needs; assists Communication Director in the preparation of news and publicity releases,
radio announcements, and other public relations materials; organizes and manages interdepartmental training for Single Point of
Access (SPOA) on topics related to individuals and families with special needs; works with the Office of Central and Information
Services (OCIS) and Communications Director to create/maintain special needs website portal; meets with and addresses a
variety of individuals and groups on the needs, problems and services/programs and acts as a liaison between individuals and
families with special needs and service providers; provides oversight of the County’s Early Intervention and Special Education
Pre-School Program; assists in the development of focus groups for specific special needs areas such as youth, families, seniors,
and veterans.
MINIMUM QUALIFICATIONS:
EITHER: (A) Master's degree in social work, public administration, hospital administration,
educational administration or business administration and three (3) years of full-time paid work
experience at a health, education or social agency within the human services field in an
administrative or supervisory capacity;
OR: (B) Bachelor's degree in social work, public administration, hospital
administration, educational administration or business administration and four (4) years of full-time
paid work experience at a health, education or social agency within the human services field in an
administrative or supervisory capacity;
OR: (C) Bachelor’s degree and five (5) years of full-time paid work experience at a
health, education, or social agency within the human services field in an administrative or
supervisory capacity;
OR: (D) An equivalent combination of education, training and experience between the limits of (A) and (C)
above.
NOTE: Your degree or college credit must have been awarded by a college or university accredited by a regional, national, or
specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.

SPECIAL REQUIREMENT:
Possession of a valid Driver License to operate a motor vehicle in New York State at time of application and to maintain the
position.

positions. Pursuant to New York State Executive Law, the Division of Criminal Justice Services requires that a fee accompany
