Status: Part Time, Non-Exempt
Starting Wage Range: $19.29

ESSENTIAL FUNCTIONS

  • Receives a caseload of WIC participants monthly, and makes required routine periodic contacts with all participants who are referred and/or assigned.
  • Counsels WIC pregnant and breastfeeding mothers by telephone, WIC clinic visits, home visits, and/or hospital visits as determined by the local WIC program.
  • Provides basic breastfeeding information, encouragement, and support to pregnant and breastfeeding mothers to help them get off to a good start with breastfeeding.
  • Helps mothers prevent and manage common breastfeeding concerns. Provides strategies to help mothers overcome common breastfeeding barriers.
  • Keeps participant information strictly confidential.
  • Keeps accurate records in ROSIE of all contacts made with WIC participants.
  • Tracks contacts in ROSIE.
  • Refers mothers, according to clinic-established procedures, for issues beyond the peer counselor scope of practice.
  • Attends and assists with prenatal classes and breastfeeding support groups as assigned.
  • May assist WIC staff in promoting breastfeeding peer counseling through special projects and duties, as assigned.
  • Is provided with the resources and equipment needed to perform the above job duties.
  • Other duties as assigned.

REQUIRED JOB COMPETENCIES

  • Knowledge of PPE and its proper use for personal safety measures.
  • Ability to maintain confidentiality of all medical information and assure rights and privacy are protected at all times per HIPAA.
  • Must be able to exhibit a warm, cheerful, caring manner.
  • Ability to accurately maintain patient medical records and prepare reports.
  • Knowledge of electronic records systems.
  • Knowledge of administrative policies and procedures of the County.
  • Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Knowledge of computer software including word processing, spreadsheet, and database applications consistent for this position.
  • Ability to perform mathematical calculations required of this position.
  • Ability to understand and effectively carry out verbal and written instructions.
  • Ability to apply sound judgment and discretion in performing duties, resolving problems, and interpreting policies and regulations.
  • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
  • Ability to handle sensitive interpersonal situations calmly and tactfully.
  • Ability to maintain effective working relationships with individuals within and outside the organization.
  • Ability to maintain confidentiality and discretion regarding business-related files, reports, and conversations, within the provision of open records laws.

PHYSICAL AND WORK ENVIRONMENT

  • This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work requires exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment.
  • Work is generally in a moderately noisy office setting.

Experience

Required
  • Completes 25 hours of continuing education every 5 years.
  • Attends quarterly State BFPC calls and breastfeeding trainings, as appropriate, to receive continuing education.
  • Reads assigned books and materials about breastfeeding.
  • Obtains 12 hours of observing other peer counselors or breastfeeding experts helping mother’s breastfeed.
  • Completes training on WIC, including Wisconsin WIC orientation and annual trainings, and ROSIE navigation and documentation.
  • Completes training sessions required to become a Breastfeeding Peer Counselor.
  • Must successfully pass caregiver and criminal background check.
  • Can work the up to 18 hours per week, as needed by the clinic. Is available to new mothers who are having breastfeeding problems outside the usual clinic hours.
  • Is a member of the population to be served, and, to the extent possible, representing the same racial and ethnic background and language as the mothers they support.
  • Is enthusiastic about breastfeeding and wants to help others enjoy a positive experience.
  • Personal experience with breastfeeding, having successfully breastfed at least one infant for a minimum of 6 months.
Preferred
  • Bilingual in Spanish.
