The County Administrator is responsible for supervising and directing the programmatic, financial and administrative operations of all departments under the auspices of the County Commissioners. Also, presents options and recommendations to the Commissioners to make informed decisions. The incumbent works with the Commissioners and agencies in strategic planning efforts and maintains and forges intergovernmental and non-governmental relationships. In addition, incumbent is responsible for providing direction about the internal and external communications of the County.

· Advise Commissioners on policy, operational and budgetary matters.

· Recommend and implement policies and decisions of the County Commissioners.

· Direct, supervise and provide strategic guidance to all departments.

· Review departments' annual fiscal year operating and capital budget requests prior to presentation to the Commissioners.

· Provide guidance to department heads (directors) in implementing county policies and programs.

· Work with department heads (directors) to increase the effectiveness and efficiency of the organization.

· Review and approve budget and personnel-related proposals made by department heads for consideration by the Commissioners during the course of the fiscal year.

· Coordinate activities of the Chester County Retirement Board and understand County Pension plans and investments.

· Build and maintain relationships essential to the success of the organization.

· Serve as the Commissioners’ representative on various task forces and committees affecting County government.

· . 

· Serve as liaison to all elected officials and the Court of Common Pleas and its related agencies.

· Serves as liaison to external constituencies and customers, including economic development related agencies (CCEDC, etc.,)

· Supervise the Public Information Officer and oversee related activities of the PIO

· Perform special projects as required by the County Commissioners.

· Perform other duties, tasks and special projects, as needed.

  • Master’s degree from an accredited college or university, or equivalent combination of education and experience.
  • Five years of progressive experience in an executive / senior administrative position preferably in Public Administration.
  • Exceptional ability to assess an organization’s needs and priorities while being open to others’ views
  • Strong work ethic with the ability to handle multiple tasks simultaneously.
  • Excellent ability to analyze complex issues and have a strong knowledge of budgets, spreadsheets and interpreting audits to provide sound fiscal planning.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions to handle and resolve new and recurring problems.
  • Exceptional ability to communicate effectively at all levels of the organization with both verbal and written skills.
  • Excellent time management skills with a proved track record of effective negotiation and strong leadership

  • Strong professional ethics: demonstrated integrity and honesty, with sound and accurate judgement, with the ability to make firm, unbiased decisions.

Preferred Skills, Knowledge & Experience:
  • Sound management skills with thorough knowledge of the principles and practices of public administration.
  • Ability to speak in public.
  • Ability to work on conceptual design and policy development on a team.
  • Knowledge of County of Chester policies and procedures. Knowledge of electoral process, as well as roles and interactions of local, state and federal government.
  • Understanding of national, state and county legislative roles and interactions.
Relevant background checks, clearances, physicals, drug tests, and any other assessments or evaluations will be conducted after an offer of employment is given per County policy.

To perform this job successfully, an individual should have:

Physical Demands:
While performing the duties of this position, the employee is frequently required to stand, walk, sit and talk or hear. On occasion, the employee will be required to climb stairs, and drive a vehicle to and from different locations.
