Summary

Support the Mission of the Department of Emergency Services; to promote and assist in providing safety and security to Chester County citizens so they can work, live, and grow in a healthy and safe community.
The Highway Safety Project Coordinator is responsible for assisting the Highway Safety Project Director with the implementation, administration and coordination of all programs related to the Chester County Highway Safety Project.
A criminal background check is required.
This job requires the following documents to be obtained, reviewed as acceptable by the supervisor: PA Child Abuse, re-obtained every five years and a PA Criminal History and FBI Criminal History done every two years.
This position requires availability 24 hours a day, seven days a week, 365 days a year.
This is an Essential Employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the Duty Statement for Essential Employees:
"Carries out essential job functions or assigned emergency duties which may involve assignments within the Emergency Operations Center, deployment to a field location to participate in emergency management activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks".
Essential Duties

  • Assist Highway Safety Project Director with PennDOT quarterly and annual reports and internal reporting using data collection, excel spreadsheets, and other data as required.
  • Assist Highway Safety Project Director with all Highway Safety related training programs and act as point of contact in Director's absence.
  • Publicize safety messages through social media, press events and community public speaking opportunities.
  • Coordinate and attend all car seat checks held at permanent fitting stations and community events.
  • Create and publish car seat check-up events using the platform Eventbrite.
  • Create and maintain technician distribution list for Chester County.
  • Maintain national Child Passenger Safety (CPS) certification status.
  • Coordinate, schedule, and report on CPS checks held throughout the year.
  • Maintain active membership within Safe Kids Chester County Coalition while supporting the coordinator through meeting reminders, attendance, and meeting minutes. Participation in Safe Kids events; planning and coordination of annual member appreciation luncheon.
  • Plan and coordinate community presentations (Impact Teen Driving, Back is Where It's At, CarFit, etc.) and attend Health Fairs/Wellness Days/Bike Rodeos/Summer Camp Programs.
  • Help build and maintain relationships in the academic, police, fire, and social service community.
  • Attend required trainings, meetings and conferences as approved by grant manager and supervisor.
  • Keep storage areas organized; maintain an accurate inventory of items in the DES closet and storage unit in West Chester; this includes the car seats for trainings.
  • School and community outreach-partner with local and state police and/or community resource officers for presentation of programs.
  • Maintain documentation of all programs, health fairs and car seat events on excel spreadsheets for tracking and grant writing purposes.
  • Grow and maintain database for emailing lists and keep up-to-date files for mailing labels for all schools, police, fire departments and other community organizations.
  • Review and research pertinent information relating to Highway Safety crashes and fatalities.
  • Research and gather statistical data for grant writing purposes using Pennsylvania Crash Information Tool (PCIT).
  • Review car seat donation request forms for completion, obtain Highway Safety Project Director approval, and coordinate install of car seat for caregivers.
  • This job requires a lot of time in the field traveling to and from programs, trainings, community events car seat checks and health and wellness fairs.
  • Perform all other duties, tasks, and special projects, as assigned.
Qualifications/Preferred Skills, Knowledge & Experience

  • Minimum two years office administrative experience; or
  • Minimum of two years of successful and progressive related work experience, preferably with a public agency in the area of public health and educational outreach.
  • Knowledge of community resources and human service agencies.
  • Strong ability to plan, prioritize, organize, and coordinate work.
  • Demonstrate ability to interact with local elected officials, governmental officials, and the community in a professional, tactful, and diplomatic manner.
  • Strong time management skills.
  • Strong verbal and written communication skills.
  • Able to handle multiple tasks and/or projects simultaneously with minimal direction or supervision.
  • Certification as a car seat technician or ability to obtain certification.
  • A valid driver's license and use of a private vehicle required.

Physical Demands:
While performing the duties of this position, the employee will need to walk, stand, bend, twist and/or rotate at the waist; push, lift or carry items up to 50 pounds; and drive a vehicle while at work. On occasion, the employee will need to climb stairs and work with arms above shoulder height. Employee will need to have the ability to climb in and out of vehicles to conduct car seat checks.
The special vision requirements for this job are as follows:
  • Close vision (clear vision at 20 inches or less) - office work
  • Distance vision (clear vision at 20 feet or more) - training grounds
  • Color vision (ability to identify and distinguish colors) - smoke color, hose color.
  • Peripheral vision (ability to observe an area that can be seen up and down or to the left and right while eyes are fixed on a given point) - for safety while working during training or at an incident scene.
Work Environment:
  • The noise level in the work environment is usually quiet to moderate.
  • This is a hybrid position with 2 days a week required in-office.
  • Work evenings and weekends on as-needed basis.

This position is Grant-Funded and will terminate upon expiration of the grant funds.
