Alameda County Health’sdepartments and programs focus on services and support that provide care forthe whole person. �The Behavioral Health Department provides mental health andsubstance use services for people with Medi-Cal and without insurance andsupports people along their path to wellness, recovery, and resilience.�The Environmental Health Department works to keep our air,water, and food safe; it regulates, protects, and promotes the health ofeveryone in Alameda County by enforcing environmental health codes to reduceexposure to toxins and diseases.�The Public Health Department focuses on community andpopulation-level health, preventing and addressing root causes of healthinequity across a range of communicable and chronic diseases.�Alameda County Health also provides services through Housing andHomelessness Services, Emergency Medical Services Agency, HealthPAC, andHealthy Schools and Communities.PUBLICHEALTH DEPARTMENTAs part of Alameda County Health, the Public Health Departmentworks in partnership with our local communities to ensure the optimal healthand well-being of all people. We monitor health status and service delivery,prevent disease, mobilize communities, conduct outreach, and promote healthpolicy and education. We are nurses, doctors, community psychologists,epidemiologists, dentists, medical social workers, physical and occupationaltherapists, dietitians, outreach workers, health educators, program managers,and pre-hospital care coordinators.THE POSITIONUnder general supervision, todo medical clerical work of a difficult and specialized nature; and to dorelated work as required.�THE VACANCIESThe current Medical Clerk vacancies are located in the Health Care Services Agency. However, the eligiblelist resulting from this recruitment may be used to fill future vacancies inother program areas and departments.�THE IDEAL CANDIDATEIn addition to meeting theminimum qualifications below, the ideal candidate will possess the followingcritical attributes: Possess extensive experience in difficult and specialized clerical support activities. Developed knowledge of medical terminology and resources as well as considerable technical expertise and experience using state electronic databases such as MEDS, CMS Web, and CMS Net.� Commitment to providing exceptional customer service; recognizing the need to serve and satisfy internal and external customers alike.� A keen attention to detail, and equally high quality orientation, accomplishing tasks accurately, efficiently and effectively over a period of time.� Ability to adjust to work within new work structures, processes, requirements, or cultures, modifying behavior to deal effectively with changes in the work environment.� Excellent communication skills with the ability to relate well to people from varied backgrounds and in different situations; exemplifying traits such as understanding, courtesy, tact, empathy, concern, and politeness.� Ability to effectively manage time and resources, ensuring that work is completed efficiently.�

MINIMUM QUALIFICATIONS

EITHER IExperience: � The equivalent of one (1) year of full-time experience in the class of Clerk II or in an equivalent or higher-level clerical class in the Alameda County classified service.� � OR II � Experience: � The equivalent of one (1) year of full-time experience in clerical work involving the use and interpretation of a wide variety of medical terminology.� � �NOTE:����The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitable qualified candidates will possess the following competencies:Knowledge of:�� Modern office practices and procedures including business correspondence, e-filing, electronic faxing, and standard office equipment operations, including computers. Medical terminology, human anatomy, laboratory test terminology and physiology. Components and format of medical records. Medical information systems. Current HIPPA regulations regarding privacy, security, and confidentiality as it pertains to Protected Health Information (PHI). Current adaptation of the International Classification of Diseases coding system used for coding and classifying diseases, diagnoses, and medical procedures (i.e., ICD-9CM or ICD-10CM). Ten Essential Public Health Services. � Ability to:�� Provide courteous and prompt customer service to clients by telephone. Be flexible and reprioritize activities upon direction from supervisor. Communicate clearly, both orally and in writing with attention to linguistic preferences and cultural proficiency. Perform electronic data extraction, data entry, and type correspondence and documents. Identify and correct errors in English usage and grammar. Correctly use and spell a wide variety of medical terms. Extract information from medical records. Follow prescribed procedures and organizational policies independently. Recognize and describe the circumstances of vulnerable populations including socioeconomics, life expectancy and environmental factors that affect health equity. Incorporate ethical standards of practice into all interactions with individuals, organizations, and communities. Establish and maintain effective working relationships with clients, their families, providers, staff, internal and external partners and the general public in a variety of ethnic and cultural communities. Demonstrate interpersonal sensitivity. Manage multiple and changing priorities.

EXAMINATION COMPONENTS

THEEXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process. A review of candidates’ Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process. An oral interview which will be weighted as 100 % of the candidate's final examination score.
