Public Works, Facilities & Parks

The Public Works, Facilities & Parks Department (PWFP) brings together a range of functions to ensure safe building construction, plan for the future needs of the County, manage infrastructure and county facilities, and protect natural resources. The Department is responsible for public works, county roads and bridges, county parks, and county facilities.

The Public Works, Facilities & Parks Department currently has one (1) vacant Civil Engineer position:

Under direction, the Civil Engineer will manage and supervise assigned engineering staff. The incumbent will serve as a lead projects and programs that involve County roads and bridges in the assigned area. In addition, the Civil Engineer is responsible for administering construction contracts; preparing plans, specifications, and estimates; managing consultants; and overseeing all phases of assigned projects, such as environmental, permitting, right-of-way, design, and construction.

Housing & Community Development

The Housing and Community Development (HCD) Department is composed of four Divisions, including Development Services, Planning Services, Permit Center, and Administration. The department provides reasonable and safe development, planning for future needs of the County, and helps protect natural resources.

The Housing and Community Development Department currently has one (1) vacant Civil Engineer position:

Under direction, the Civil Engineer is responsible for reviews of major and minor subdivisions, improvement plans, surveys and maps, and processing of final maps and parcel maps in accordance with the Subdivision Map Act, the Land Surveyors Act, and local ordinances. The incumbent will review development proposals; prepare conditions of approval; and make recommendations for corrections as needed. Additionally, the position will supervise, and direct unit work; provide support and guidance for planning, permitting, traffic, design and inspection of county infrastructure projects; and assign, direct, and review the work of assigned engineering staff, private consulting firms, construction, and various contractors.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

  • Performs the more complex, difficult and large scale engineering design, planning, specification, feasibility analysis and calculations for public works related projects; functions as a department expert in assigned area of expertise
  • Plans, organizes, assigns and supervises the work of public works department engineers, and the work of technical support staff through subordinate supervisors
  • Serves as Resident Engineer on large and complex construction projects to ensure completion of construction in accordance with plans and specifications
  • Reviews and signs/stamps reports, plans and specifications prepared by others
  • Prepares, and/or reviews the work of others on, technical engineering reports, correspondence and other written materials
  • Counsels employees, appraises performance, prepares documentation, recommends merit increases, and issues discipline; provides for or participates in employee training and development; conducts interviews and recommends selection of candidates; provides direction on personnel issues to subordinate supervisors
  • Coordinates unit activities with other functions of the department, other county departments, other agencies, contractors, consultants and the public
  • Represents the unit to regulatory authorities, the public, contractors and others; prepares and makes oral presentations
  • Prepares conceptual designs and supervises detail design of project phases by other engineers
  • Administers or oversees administration of contracts and expenditures; prepares preliminary budget planning data; reviews and monitors expenditures
  • Inspects and monitors public works facilities such as bridges for structural and operational integrity; collects and reviews data and reports to determine abnormalities in operation
  • Performs or ensures the preparation and submission of required reports, data and records
  • Performs complex engineering analysis and studies; determines and implements courses of action for engineering projects, and maintenance or corrections to ensure integrity of public works facilities

Will have a proven track record demonstrating the following knowledge, skills, and abilities:
Working Knowledge of:
  • Supervisory principles and methods including work planning, organization, and delegation; employee counseling, performance appraisal, documentation, and discipline; and employee selection and development
  • Principles and practices of civil engineering including design, surveying, hydraulics, strength and properties of materials, stress analysis, calculations, physics, mechanics and structural analysis
  • Principles, methods, equipment and materials used in the design, construction, modification and maintenance of public works projects and facilities such as roads, bridges, and drainage systems
  • Environmental review and construction permit principles, procedures and documents
  • Basic administrative principles and methods including planning and monitoring expenses, contract development and management, and purchasing and requisitioning
Skill and Ability to: 
  • Plan, organize and manage the work of professional and technical support staff, directly and through subordinate supervisors
  • Perform complex civil/public works engineering design, planning, specification, feasibility analysis, calculations, and studies
  • Analyze complex civil engineering problems, evaluate alternatives, and recommend and implement effective courses of action 
  • Develop and maintain effective working relationships with other departments, other agencies, regulatory authorities, contractors and consultants, the public, and others encountered in the course of work 
  • Prepare effective reports, correspondence and other written materials 
  • Make effective oral presentations representing the department 
  • Prepare expense projections, monitor expenses, and review and approve requisitions and purchase orders

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:

Education:

Equivalent to completion of a Bachelor’s degree in civil engineering at an accredited college engineering curriculum

AND

Experience:

Two years of experience at a level equivalent to Assistant Engineer at Monterey County.

 CONDITIONS OF EMPLOYMENT

The required conditions of employment include, but are not limited to the following:

  • In accordance with Section 6730 of the California Business and Professions Code, possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers is required. 

  • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
