Counterpart International is Hiring a Hybrid- Program Associate, Governance Near Washington, DC

Overview:
The Program Associate on the Governance practice area under the Program Management Unit (PMU) is a member of a team of professionals under the supervision of the Sr. Governance Director but reports directly to the Program Manager. The Governance practice area is responsible for providing technical support and leadership for the successful implementation of a portfolio of programs in the democracy and governance space. The position will provide support to the DC and field teams to help meet program goals and objectives as well as support new business development as assigned. This is a full-time position based in Washington D.C. Counterpart operates in a hybrid office model and requires staff to come into the office 2 days a week.
Responsibilities:
  • Supports and assists the implementation and administration of the Governance global portfolio of programs.
  • Supports efforts to ensure that projects and grants are completed on time, are technically compliant, and within budget.
  • In collaboration with the Program Manager for the project, reviews and edits work plans, quarterly, semi-annual, final, and other relevant reports for funders.
  • Ensures that success stories are written, edited, and shared for internal and external purposes.
  • Monitors, analyzes and reports on political and other related developments specific to the countries and projects under his/her portfolio.
  • Assists in the management of cost share on projects.
  • In close coordination with Program Manager, provides input to Counterpart’s Project Support Unit to assist with proper tracking of program expenditures to ensure projects remain within budget allocations and are implemented in a timely manner against a project work-plan.
  • Assists with facilitating the portfolio’s monitoring and evaluation efforts, knowledge management, and harnessing best practices to contribute to thought leadership, technical excellence and learning both internally at Counterpart and external to Counterpart.
  • Coordinates cross-departmentally to ensure projects receive necessary and timely support to implement with excellence and compliance.
  • Supports new business development efforts as assigned including serving as a proposal coordinator. Assists with assessing the feasibility of new funding opportunities and contributes to the substantive design of new programs.
  • Travels as needed for program oversight and implementation and new business development.
  • Other duties as assigned.
Qualifications:
  • Bachelor’s degree, Master’s degree preferred.
  • 2 to 3 years of professional experience supporting international development programs and/or new business development experience is a plus.
  • A keen interest in the Sahel and/or West Africa, civil society, good governance, and conflict mitigation.
  • Demonstrated experience working with USG government funded projects, preferably USAID.
  • Program management experience, including basic accounting necessary to draft and oversee a budget.
  • Strong computer skills, including MS Office Suite program, and web-based research tools.
  • Superb organizational skills and an ability to focus on details, prioritize, and multi-task.
  • Ability to think quickly and effectively to solve problems, handle multiple projects, determine priorities in dynamic professional setting.
  • Excellent interpersonal skills; commitment to collaboration and strong team player; and excellent cross-cultural skills.
  • Strong written and verbal communication skills.
  • Fluency in written and spoken English and French required.

The salary range for this position is $43,594 to $56,672 annually.
