Description

Leveraging their operations and maintenance background, the Operations & Maintenance (O&M) Director - Climate Resilient Infrastructure (CRI) will lead the management and oversight of day-to-day operations and workflows of our community-based infrastructure development work in the greater Kansas City, KS, area to ensure quality and timely management of built assets that improve the community's climate resiliency. Additionally, the position will provide industry, technical, and analytical support to our Midwest Region Market Director's engagement related to regional business development and marketing efforts.

We are seeking an experienced Operations & Maintenance Manager, Civil Engineer, and/or an O&M contractor with a minimum of fifteen years of experience in stormwater infrastructure operations and maintenance, and a working knowledge of sustainable design and project management principles. The ability and motivation to integrate social equity principles in the work, and a strong motivation to care for the underserved communities are essential attributes of this role.

The role involves increasing productivity and improving the efficiency of our local O&M partners for the successful care of our infrastructure assets across. Experience should include managing and operating municipal utilities and/or site infrastructure systems and a proven track record of successfully managing the long-term facility operations & maintenance of a significant asset portfolio.

This is an exciting, long-term opportunity to lead the O&M of a large-scale stormwater infrastructure program. The scope and scale of the asset portfolio is expected to be over $100 Million.

This position reports to CIS's Market Director for the Midwest Region.

Key Responsibilities: This role will be responsible for:

  • Develop a program that will effectively manage the stewardship of a portfolio of site infrastructure assets as part of CIS's obligation to the UG/KCK Department of Public Works and other future clients.
  • Develop a maintenance plan and set of performance specifications for each asset consistent with our client's technical and professional standards.
  • Develop and manage a work order system of routine maintenance, aesthetic maintenance and emergency response maintenance.
  • Develop and manage a long-term capital planning approach that contemplates the useful life of the individual assets.
  • Identify, source and engage with small and minority businesses for the on-going O&M contracting through a continued RFP process. This O&M program will provide opportunities for our workforce efforts, including an extensive mentor-protege program that will invite underutilized small and minority businesses to work on the program and grow their businesses.
  • Program level oversight of existing assets and projects through an Asset Management software program (Lucity).
  • Develop a system to track and report on key performance indicators (KPIs).
  • Develop, implement and adapt a comprehensive operations and maintenance program for a wide variety of assets to be managed by CIS.
  • Work with communication resources to proactively engage with community outreach for each project/asset.
  • Develop multi-year program plans, as well as developing annual budgets with thoughtful implementation plans.
  • Lead/assist with marketing efforts, such as proposal writing and participating in business development and marketing events and activities.
  • Support internal stakeholders including CIS leadership, Asset Management, Finance and Accounting with their needs for ongoing and ad hoc reporting.
  • Ensure the consistent application of all controls, policies, and procedures.
  • Support an environment that fosters respectful, informative, and timely communication and collaboration across various functional areas.
  • Review and analyze financial reports to proactively identify challenges as well as opportunities to improve operations and to maintain the overall financial health of the program.
  • Ensure that all milestones, measurements, fees, budgets, and schedules are achieved in compliance with the approved program business plan and the CIS' vision.
  • Work with finance, accounting, legal, HR, IT, and various subject matter experts to maximize oversight and increase value within the partnerships to ensure delivery of the vision, scope and services.

What You Will Need:

  • Professional approach with strong verbal and written communication skills.
  • The ability to plan and budget for the annual needs of the asset portfolio under O&M.
  • Enthusiasm to work within a collaborative, interdisciplinary team of engineers, landscape architects, and planners to make positive and impactful change across communities through careful design and implementation of best practices.
  • Motivation to serve underserved communities.
  • Undergraduate degree in Civil Engineering or Construction Engineering. Graduate degree is a plus.
  • At least fifteen years of O&M experience with assets including large scale municipal site infrastructure. Please highlight any experience working with underserved communities.
  • The successful candidate will have a proven track record of overseeing/managing the design process so as to understand O&M cost implications from the project's concept through permitting and construction.
  • Project Management Professional (PMP) certification is a strong plus. If not, must be willing and able to get one in the first two years of employment.
  • Proven abilities as a project manager and possessing the necessary skills to successfully manage people and processes, including the ability to mentor individuals and contractors, properly schedule deliverables, budgeting, and developing a comfortable rapport with clients, team members, and external partners.
  • Interest and willingness to assist our team with projects involving neighborhood improvements for various public and private stakeholders.
  • Experience in business development, including responding to requests for proposals.
  • Proven ability to manage timelines, delivery, and dependencies in a results-focused environment and influence outcomes without hierarchical authority.
  • Excellent interpersonal, writing, and presentation skills, with the ability to communicate effectively with management and cross functional teams and establish collaborative relationships internally and externally.
  • Flexible attitude with respect to work assignments and ability to manage multiple and competing priorities in a dynamic and matrixed environment.
  • Ability to take personal responsibility for the quality and timeliness of work and achieve results with little oversight.
  • Critical thinking and analytical skills necessary to mitigate risk factors and resolve complex or unforeseen conditions amid tight timelines and high client expectations.
  • Demonstrable business sophistication and financial aptitude necessary to navigate high complexity service level agreements.

Position Location Requirements

The candidate is expected to be based near and work in our office in Kansas City, Kansas, and work from the office a couple days a week. The candidate will also need to attend other in-person meetings as required and should anticipate approximately 20% travel time throughout the year.

The pay range for this position is $150,000 to $180,000, however, base pay offered may vary depending on skills, experience, job-related knowledge, and location. This position is eligible for incentive payments if goals are met, aligning the performance of the position with the goals of the program.
