Business Resource Analyst, Joint National Training Capability (JNTC)

The Business Resource Analyst responsible for analyzing and improving business processes and developing innovative solutions to complex problems. Performs accounting, financial management, and the record keeping aspect for the JNTC training programs. Provides financial oversight and administration, data analysis, forecasting, develops cost estimates, invoicing, and other fiscal support not inherently governmental functions. Responsible for documents status, financial analysis, and processes reports. Performs research, analysis, and data management updates into a resource model that supports processes and plans. The JNTC Business Resource Analyst is responsible for financial and program development activities, such as budgeting, reporting, and out year program requirements, for JNTC Training and Education and implementation of the Joint National Training Capability.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Business Resource Analyst needed to support JNTC Training and Education responsible for development of training programs and policy, and the resourcing of formal school instruction, within a Joint environment.
  • Supports joint interoperability exercise planning efforts in support of requirements for the implementation of the DoD directed Joint National Training Capability (JNTC) and Training Transformation (T2) initiatives.
  • The Business Analyst will work collaboratively with internal teams, and the JNTC Staff to identify opportunities and develop strategies.
  • The Business Analyst will develop detailed requirements, prepare cost/benefit analysis, and ensure the successful implementation of new systems and processes. 
  • Through direct liaison with JNTC from Government operate as a financial analyst to facilitate seamless integration of JNTC into the Accredited training programs.
  • Preparation of financial reports, budget integration, and preparation of annual financial plan and other budget exercises and funds control documentation.
  • Prepares written and verbal reports for management regarding cost variances with various program/training alternatives and exercises. Use experience in information systems to improve action plans. 
  • Advises senior leadership on compliance and adherence to established guidelines, procedures, and policies as well as fiscal law. 
  • Perform other related duties incidental to the work described. 

EDUCATION 

  • Bachelor’s degree or higher
  • Minimum of 10 years’ experience in government contracts and DoD accounting, business management, or financial management. 

EXPERIENCE 

  • Minimum of 15 years of experience in managing and compiling financial data for the Department of Defense (DoD).
  • Experience with DoD budgeting, performing statistics, extraction of data from automated reports, and developing business case analyses including developing Program of Management (POM) reports. 
  • The ideal candidate is a former military budget analyst. 
  • Experience at a Joint Command preferred. 

CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities 

  • The ideal candidate will be comfortable extrapolating information from data within tight deadlines, the absence of absolutes, and periods of uncertainty.
  • Prior experience at a command and/or staff level with DOD’s PPBS and Financial Management (FM) systems within one or more of the uniformed Services.
  • Routine use and above average skills with Microsoft Office suite of software (MS Word, Excel, and PowerPoint, and Outlook). 
  • This position fundamentally requires an open and creative mind, the ability to conduct rigorous analysis with limited oversight from senior management, and the ability to present difficult concepts in simple terms.
  • A background in Service and OSD level resource allocation as a result of past previous government and/or private sector assignments. This position requires expert level understanding of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including recent innovations and on-going changes to that process.
  • The capability to analyze funding requirements combined with execution history to develop concise descriptions of impacts and alternatives. Assist management with strategic business planning based upon departmental and congressional guidance, internal senior level direction, trends, forecasts and best practices from industry, academia and other governmental agencies, and requirements/needs generated from within.
  • Knowledge of DOD and Joint financial systems (Standard Accounting, Budgeting Reports System – SABRS) would be helpful. In addition, duties involve working with other Services and a knowledge of their accounting processes and the Defense Finance and Accounting Service (DFAS) on all accounting requirements and issues is a plus. 
  • Knowledge of contemporary joint Service training issues is desired.
  • A demonstrated ability to perform operational capabilities and requirements analysis and integration, program analysis and evaluation, and interpret the results from each using financial management expertise to develop resource alternatives.

WORKING CONDITIONS 

  • Required to sit or stand for extended periods of time and maintain focus. 

SPECIAL POSITION NOTATIONS 

  • Occasional travel CONUS/OCONUS may be required. 
  • Passport Required. 
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider. 

SECURITY CLEARANCE

  • Secret Clearance required for this position.
