General Functions: Responsible for program development and day-to-day management of the Co-Occurring Disorders Program (CDP), including supervision of staff and the provision of excellent consumer care using evidence-based practices for adults with mental health and co-occurring substance use disorders.

Specific Functions:

• Develop, plan, organize, direct, and supervise the day-to-day aspects of the CDP program.
• Interview, hire, train, evaluate, and discipline staff in accordance with agency personnel policies and procedures.
• Manage CDP team members' schedules to maximize efficiency of service delivery and billable output; manage CDP relief staff when coverage is needed; and provide evening group coverage as needed.
• Monitor enrollment, attendance, and billing for the CDP program; communicate results to the Associate Director.
• Ensure effective communication and collaboration between CDP and other agency and department programs and supports when CDP participants are involved in other agency programs.
• Provide training, leadership, development, and clinical and administrative supervision to staff regarding the provision of CDP services for persons with serious mental illnesses and/or substance use issues.
• Provide oversight to the CDP staff, ensuring the delivery and documentation of quality services in accordance with DMH Rule 132/HFS Rule 140, SUPR Rule 2060, managed care/insurance requirements, CQL expectations, and agency policies and procedures.
• Monitor authorized units and prepare clinical documentation per requirements for Utilization Management and service authorization.
• As needed, deliver facility- and community-based mental health and/or substance use services using trauma-informed, evidence-based practices to meet the needs of persons served as indicated by their individual treatment and recovery plans. Such services include:
• Outpatient (OP) Substance Use Services
• Intensive Outpatient (IOP) Substance Use Services
• SUPR and agency-required CDP assessments, continuity of care, and discharge planning
• Case Management-Mental Health
• Case Management-Client Centered Consultation
• Medication Training
• Crisis Intervention Services
• Counseling/Therapy Services
• Integrated Assessment and Treatment Planning (IATP) Community Support (Individual and Group Services)
• Monitor and respond to calls placed to the department's crisis phone, providing crisis intervention services as necessary (approximately 4 rotations per year).
• Maintain ongoing compliance with all agency-related training and certification requirements.
• Respond per established procedures to all emergency situations including medical, behavioral, fire, severe weather, and other hazards.
• Operate agency or personal vehicle in accordance with established policies and procedures.
• Own, maintain, and use personal smartphone for company business in accordance with established policies and procedures.
• Other duties as assigned.

Qualifications: Master's degree in human service field. Eligible/Credential for Licensed Practitioner of the Healing Arts within Rule 140 (licensed clinical professional counselor or licensed clinical social worker) strongly preferred. Experience with mental health and substance use counseling strongly preferred. Driving record and auto insurance coverage in compliance with agency policy. A post-offer physical and criminal background check required. Reliable transportation required.
