CORE Community Organized Relief Effort is Hiring a Program Manager - in Khartoum Sudan Near Washington, WA

The Program Manager is responsible for leading the planning, implementation, and internal monitoring, accountability, evaluation & learning of CORE’s food e-voucher distribution program focused on improving food insecurity due to conflict conditions and structural poverty. The Program Manager will work with CORE senior management to identify program goals, including identifying grant funded goals and timelines. The Program Manager will develop and monitor program budget, supervise staff, and deliver program reports to CORE senior management, funders, and other partners.

Main Responsibilities:

  • Oversee programs, staff and activities in accordance with program goals and objectives and the mission of the organization. 
  • Manage cash voucher assistance CVA programming, design, implementation and management. 
  • Participate in CVA related coordination meetings with stakeholders, donors, cash working groups and clusters. 
  • Collaborates with other departments, leaders across the organization and other partners in the administration of the program. 
  • Identifies growth opportunities and further efficiencies that impact the program success and aids in development of strategic plans to achieve objectives. 
  • Plans, develops, coordinates, and organizes resources to meet program objectives; may be responsible for identifying program participants. 
  • Creates and fosters a collaborative and positive relationship building dynamic with internal staff and external agencies/organizations. 
  • Responsible for developing and implementing any applicable education, training, on-boarding and/or mentorship of staff 
  • In conjunction with leadership, responsible for planning and managing program fiscal budgets and financials. 
  • Ensures compliance with grant guidelines, and local, state and federal laws 
  • Maintains staff and program compliance with organizational policies and procedures. 
  • Researches, gathers, organizes and summarizes data for evaluating performance of program or other program operations. 
  • Develop, evaluate, recommend and implement procedures for data collection, management and quality control. 
  • May analyze data for trends or conclusions and presents results and recommendations to senior leadership. 
  • Coordinate with internal and external security personnel to ensure CORE’s activities are implemented with safety of staff and beneficiaries in consideration. 
  • Represent CORE at selected community events

  • CVA Technical Specialist, MEAL Officer – Ground Operations, Grants & Finance Officer, Security Officer, Feedback & Complaints Manager and Gender & Protection Specialist 
Indirect Reports
  • CVA Officer, MEAL Assistant/Registration Assistant/Officer, Hotline Operators, Registration Officer, Verification Officer and Distribution Officer 
Travel:
  • Travel within Khartoum and beyond for community events and partner meetings.Potential travel to Port Sudan, contingent upon favorable security conditions.
Qualifications:
  • Essential: Bachelor’s degree in economics or related field. 
  • Desired: Master’s degree in economics or related field 
Experience:
  • Minimum 3-5 years in program management, preferably in the public or non-profit sector 
  • Minimum 2 years supervisory experience
  • Demonstrated experience in the management and evaluation of CVA programs 
  • Demonstrated experience with preparing and monitoring grant funded program budgets 
  • Familiarity with community-based organizations 
  • Demonstrated experience working with diverse populations 
Skills and Qualifications:
  • Ability to work independently and as part of a team 
  • High EQ; demonstrated success in managing diverse teams
  • Excellent written and verbal communication skills 
  • Proficient in MS Office applications 
  • Work proactively with little supervision 
  • Flexible and adaptive to a frequently changing environment 
  • Strong project management, leadership and organizational skills 
  • Close attention to detail and a high level of accuracy 
  • Bilingual in English and Arabic is essential

$24,000 - $24,000 a year
In accordance with law, the expected pay range for this position is posted with this position. The actual compensation will be determined based on experience and other factors permitted by law.
