Overview

Proposal Manager I / II

Cordoba Corporation (Cordoba) is looking for a Proposal Manager with proposal management experience in the civil engineering/design, construction management, program/project management, and/or planning industries to support the Cordoba Corporate Services Director of Pursuit Strategy and the Pursuit Strategy Team (Team) in its efforts to provide leadership, proposal management, and business development (BD) services across all sectors of business at the company – Corporate Services, Energy, Education and Facilities, Water, and Transportation.

You will be expected to hit the ground running and will have the required experience to manage RFPs/RFQs from start to finish and a variety of Team, Sector, and BD assignments including strategy development; subconsultant coordination; qualifications document creation (including content development for brochures, the corporate website, and other digital media); Team member management; technical and non-technical writing and QA/QC reviews; and database management (utilizing our Box platform) for proposals, new pursuits, and BD assignments under the direction of the Pursuit Strategy Director.

As a Proposal Manager with of our Cordoba Pursuit Strategy Team, you will work collaboratively with our Team members and Sectors to ensure our proposals and marketing collateral are professional, technically sound, and of the highest quality. You will be: a self-starter with excellent oral and written communication skills, strong team management skills, ability to develop creative solutions for growth challenges, a team player ready to support our Team and Sectors, and have a vested interest in Cordoba’s success. You will possess exceptional proposal management, writing, and editing skills, and the ability to communicate clearly, concisely, quickly, and effectively at all levels.

Responsibilities

  • Support our Director of Pursuit Strategy with management of and coordination with our Team
  • Support our Sectors in client account management and prepositioning, and proposal/SOQ and interview preparations activities. You must:
    • Possess a broad understanding of our company’s business objectives, priorities, and pursuit strategies for the proposal management process
    • Provide detailed reviews and analyses of RFP/Q documents to develop a detailed proposal directive
    • Utilize knowledge of the industries in which we work, company strengths, and our competitors to collaborate with members of the Sectors to develop the strategy, value proposition, and recommendations for relevant projects and key personnel to be included in the proposal/SOQ
    • Possess the ability to manage large proposal efforts under the guidance of the Director of Pursuit Strategy
    • Have strong written and proofreading skills to perform research and writing for both technical and non-technical proposal sections and client account management documentation
    • Have strong written and proofreading skills to coordinate with our Sectors in the development of technical writeups for our proposals and client account documentation
    • Collaborate and manage the Sector proposal teams/subject matter experts to develop and edit their proposal technical narratives
    • Possess an understanding of Adobe products (InDesign, Photoshop, Illustrator) to work with our graphic artists to create branded and graphically appealing proposals and BD materials
  • Apply proposal management best practices in setting up and supporting proposal teams for success after RFP release. Duties include, but will not be limited to:
    • Creating proposal directives, subconsultant requests for information, gathering resume information for specific criteria, working with Cordoba’s legal team for contract reviews and completion of forms, etc.
    • Develop, monitor, and update proposal schedules with our Pursuit Strategy Team and the Sectors throughout the proposal management process
    • Assisting with training up of our proposal coordinators to ensure they further develop their proposal coordination, technical and non-technical writing, and oral and written communication skills
    • Implementing Cordoba branding on all proposal assignments
    • Checking client bid websites for current/updated information and addenda, and providing them to the proposal teams throughout the proposal process
    • Organizing and participating in kick-off meetings and other milestone meetings throughout the proposal management process
    • Scheduling, initiating, and providing current and accurate documentation during the Pink, Green, Red, and Gold/clear eyes reviews during the proposal management process
    • Being accountable for quality assurance/quality control of your work and our proposals/BD materials, and ensuring compliance with the RFP/Q for final proposal development before submitting to clients
    • Managing the interview process by tracking proposals after submittal, scheduling strategy meetings in advance of being shortlisted, and supporting the proposal teams during interview preparations (i.e., coordinating interview preparation meetings once shortlisted; managing our graphic designers to develop the presentation materials; and working with the sectors to develop the technical content and presentation materials for the interview)
    • Managing archiving tasks in our box/marketing drive once proposals/SOQs are completed
  • Contributing to the development and implementation of internal training programs on proposals and other BD topics related to core processes, tools, and practices.
  • Performing other proposal management and BD-related duties, as assigned

Qualifications

Education/Qualifications/Skills:

  • BA/BS degree, preferably in Communications, Marketing, English, Journalism, or a related field
  • 6–8 years of strong proposal management and writing, team management, and writing experience for a Proposal Manager I
  • 8–10 years of strong proposal management and writing, team management, and writing experience for a Proposal Manager II
  • Excellent oral and written communication/presentation and writing skills
  • Ability to work independently upon hire on multiple teams, and manage several assignments simultaneously
  • Working knowledge of collaborative tools such as MS Teams, Box, and Adobe products (InDesign, Photoshop, Illustrator) for our proposal efforts
  • Possess a strong focus on details and clear/concise writing
  • Proven proficiency to manage the proposal and BD assignments work of our Pursuit Strategy Team and Sectors
  • Possess strong organizational and time management skills, and the ability to multi-task on your proposal management and BD assignments, including high priority efforts

Additional Requirements:

  • Two to three current (within the last three months) proposal examples will be requested where you managed the proposal process as the Prime consultant from start to finish

Salary Range:

  • $95,000 - $145,000 per year.
