Chief Operating Officer Medical Services

Department: Administration Classification: RFT

Reports to: Chief Executive Officer Hours of Work: 40 hours/week

SUMMARY

Under the direct supervision of the Chief Executive Officer (CEO), the Chief Operating Officer of Medical Services (COO-MS) oversees all medical services operations to fulfill the Copper River Native Association (CRNA) Promise Statement. CRNA medical services include: Primary Care, Urgent Care, Pharmacy, Behavioral Health, Wellness (chiropractic care, physical therapy, therapeutic services), Dental Care, and Specialty Clinic Services.

Responsibilities

  • Collaborate with the Senior Management Team (SMT) in the development of strategic plans, with particular focus on the continued development of exceptional medical services, integration of all CRNA medical services, and expansion of medical services portfolio
  • Lead the innovation and implementation of new medical services at CRNA.
  • Support clinic directors and managers of medical services departments as they develop, implement, and lead all operational aspects of their medical departments and clinics.
  • Responsible for overseeing all operational aspects of all medical clinics and departments to achieve exceptional customer service, quality, cost control, and delivery performance.
  • Responsible for facilitating and increasing collaboration among all CRNA medical services, achieving exceptional patient care and a One CRNA patient experience.
  • Provide leadership, supervision, and direction to the directors and managers of all clinics and medical services divisions.
  • Coach and develop medical clinic leaders, with an emphasis on teaching the art and science of creating positive teamwork environments.
  • Present consistent and transparent performance reporting to multiple stakeholders and audiences including the Board of Directors, SMT, tribal councils, community gatherings, and company meetings.
  • Represent CRNA at regional, state, and national meetings of healthcare agencies.
  • Establish and maintain strong relationships and collaboration as a member of the SMT.
  • Collaborate with clinic directors in developing and proposing yearly budgets for Board approval.
  • Conduct financial feasibility forecasts to ensure that current and projected expenditures are in line with overall goals/objectives. Analyze operations for cost management and performance.
  • Responsible for ensuring that all medical services meet budget expectations.
  • Coordinate with SMT on equipment purchases, lease arrangements, construction of additional facilities, and expansion of services.
  • Continually review medical services systems, processes, procedures, and policies to promote innovation, integration, collaboration, and efficiency.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to build and maintain positive working relationships throughout CRNA and with outside contacts.
  • Excellent management and supervisory skills.
  • Excellent interpersonal and teamwork skills.
  • Knowledge of healthcare services operations and administration.
  • Familiar with HRSA and federally funded agencies.
  • Strong understanding and sensitivity to Alaska Native culture and lifestyle, with demonstrated experience working effectively with Alaska Native populations.
  • Excellent analytical and organizational skills.
  • Effective oral and written communications skills with sensitivity to lifestyles of targeted participants.
  • Proficient in computer application systems.
  • Ability to keep accurate records and produce timely and accurate written reports.
  • Ability to maintain strict confidentiality as required for HIPAA and other regulations.
  • Ability to learn and apply program/agency operating policies and procedures.
  • Ability to manage multiple priorities and tasks concurrently and meet deadlines.

MINIMUM QUALIFICATIONS

  • Masters degree in Business Administration, Healthcare Administration, or related field.
  • Five (5) years of experience in healthcare.
  • Five (5) years of experience in team leadership and direct supervision.
  • A combination of experience, education, and training may substitute for degree requirements.

PREFERRED QUALIFICATIONS

  • Five (5) years of experience in healthcare management.
  • Federally Qualified Health Center experience.
  • Tribal Health Organization experience.
  • Experience in management of multi-clinic comprehensive medical services organization.

WORKING CONDITIONS

The work is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 25 lbs. May require local travel between compact services of CRNA which may involve exposure to extreme weather conditions. Works in an environment where protection of client confidentiality is essential. Personal Protective Equipment will be provided when and where needed.

Supervision Received:

Work will be monitored through meetings, reports, and regular communication with the immediate supervisor. General guidelines for operations are based on program requirements, conditions of grant award(s), and the general policies and procedures of CRNA.

Supervision Exercised:

Position will exercise supervision of assigned staff and complete required documentation, including performance evaluations, training, and general oversight through direct reports.

Contacts:

Contacts include and not limited to volunteers, organizational staff, clients, and outside agencies.

CONDITIONS OF HIRE
