Director of Adult Mental Health Systems of Care

Syracuse, New York [On-site] 

FULL-TIME [Exempt] : 40 hours 

Coordinated Care Services Inc (CCSI) seeks a talented Director of Adult Mental Health Services to contribute their expertise in providing essential business services to our provider organizations and customers. The Director of Adult Mental Health Services  will establish the” Onondaga County Crisis System” to ensure a coordinated community-wide response to adults experiencing crises including Mental Health and Substance Use crises. The Director serves as a major coordinating component of the overall Crisis System in Onondaga County. The Crisis System is a framework to organize a spectrum of effective, community-based services and supports that is organized into the County’s Adult and Children’s System of Care and grounded in a well-defined philosophy to guide the way services and supports are provided to individuals in crisis, including the determination of eligibility and priority status according to NYS Office of Mental Health (OMH) criteria. 

Within the Crisis System, the Director of Adult Mental Health Services will work alongside the Adult and Children System of Care Managers to establish a County-wide System of Care that covers the life span. The work of a system of care is collaborative, person-centered, culturally responsive, trauma-informed, and strengths-based. These philosophies work to ensure a relentless pursuit of engagement and high-quality/impact-oriented services. The Director will support the development of a Mental Health Advisory Committee to identify and divert Persons in Crisis who have had multiple law enforcement contacts into a System of Care that provides intervention and follow-up care, mobile response, peer recovery specialists, and more. The Director will also support the Countywide Crisis Intervention Team (CIT) initiatives including continued Crisis Intervention Team training, 911, and other crisis diversion efforts.

CCSI is partnering with Onondaga County Department of Children and Family Services Child Welfare, Juvenile Justice, School Based Initiatives and Children’s Mental Health divisions to hire a Director of Adult Mental Health Services. This position is employed by CCSI and working on behalf of Onondaga County. 

In this role, you will be

  • Developing, planning, implementing, evaluating, and continuously monitoring a Crisis System that’s effective and grounded in a well-defined philosophy that is collaborative, person-centered, culturally responsive, trauma-informed, and strengths-based ensuring high-quality, impact-oriented services are being delivered.
  • Establishing and maintaining positive and professional relationships with law enforcement agencies, County Agencies, local providers, local state Agencies, Peer organizations, local organizations, and the individuals served by the behavioral health system.
  • Acting as an educator, convener, and information transmitter to all levels of stakeholders from local policy/decision makers to front-line workers and their supervisors.
  • Overseeing the Outreach, Single Point of Access (SPOA), and Forensics Teams to ensure those in need of services are able to access the system in a timely, equitable, and supportive way. 
  • Providing supervision to the System of Care Senior Manager who is responsible for promoting a flexible service delivery system providing each person the opportunity to negotiate an individual service plan that is specific to his/her needs and preferences, and includes input and support of service providers and significant others.
  • Convening multi-system collaborative and advisory committees or groups focused on identifying and problem-solving issues relative to the needs of individuals experiencing crisis from a systemic perspective.
  • Engaging and supporting adult serving systems (mental health, substance use, developmental disabilities, unhoused persons, law enforcement, corrections, courts, etc.) in collaboratively responding to individuals experiencing a high level of need.
  • Coordinating and supporting county-wide Crisis Intervention Team (CIT) and other crisis service-related initiatives including CIT training for law enforcement and support updates to the 2012 Sequential Intercept Map.
  • Providing technical assistance to providers and partners.
  • Supporting the development and implementation of a problem-solving process that engages serving systems in responding to individuals and families in crisis who continue to struggle in light of the heavy use of emergency systems. 
  • Tracking, analyzing, and sharing local emerging trends of unmet individual needs that are indicative of systemic failure or need for system change and ensuring that this information is communicated to those in decision-making roles. 
  • Identify training needs for cross-system structures and provide or facilitate training locally. 
  • Maintaining and organizing electronic and paper records to be able to respond to tracking and data requests.
  • Conducting other duties as assigned.

Requirements

  • A Master’s in human services field plus 5 years of relevant professional experience. 
  • A clinical certification for Licensed Master Social Worker (LMSW). (see CCSI's equivalency chart).

Additional Requirements

  • Satisfactory completion of all required background screenings.
  •  Valid Class D New York State Driver License and access to motor vehicle
