Cooper Green Mercy Health Services Authority an Affiliate of UAB Medicine is Hiring an Emergency Preparedness Coordinator Near Birmingham, AL

GENERAL SUMMARY
Under general supervision, coordinates the development and implementation of the Emergency Management plans for Cooper Green Mercy Health Service Authority’s emergency preparedness and coordinated responses to disasters and other emergencies. Proficient understanding of CMS, JCAHO, and other federal/state regulatory requirements related to preparedness in an ambulatory environment; good knowledge of the network of emergency service providers and availability of local services; good knowledge of the principals and practices of public administration as they pertain to emergency planning; good knowledge of training techniques and procedures. Author plans to comply with regulatory requirements (e.g. Emergency Operations Plans, Communications Plans, Hazardous Material Mitigation Plans, and CDC required plans), train on the plans, exercise the plans, evaluate the plans with exercises and drills, and evaluate/modify plans based on after action findings.

KEY RESPONSIBILITIES
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed in this classification. Incumbent may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Coordinates the emergency preparedness and coordinated response plans with state agencies, municipalities, public safety agencies, regional mutual aid forces, and volunteer service agencies in the planning, response, recovery, and mitigation of emergencies and disasters.
  • Identifies, reviews, and implements modifications to response plans, policies, and procedures in the preparation of a comprehensive response to a broad array of natural and manmade disasters and emergency situations affecting operations.
  • Communicates and coordinates emergency procedures; maintains personnel and emergency resource materials information; coordinates operational drills in preparation for emergency situations; responds to emergencies and coordinates resources according to plans.
  • Represents Cooper Green on regional emergency planning and response committees and forums; prepares reports related to current and long range emergency preparedness issues.
  • Applies for and manages State and Federal Assistance grants for emergency management programs; prepares and processes special and

recurring financial and activity reports; compiles and analyzes data.

  • Researches and identifies grant opportunities that meet Cooper Green’s needs and are consistent with the Cooper Green’s emergency management plans; writes grant proposals; facilitates the application process.
  • Serves as liaison between the Cooper Green and outside agencies, and provides assistance to other agencies, businesses and organizations with planning and training activities.
  • Coordinates and evaluates damage assessments; develops disaster recovery funding requests and support documentation.
  • Engage and create new relationships with local agencies, churches, and business to improve the emergency preparedness of those living in Jefferson County
  • Through identification and review of community assessments, i.e. the Jefferson County Department of Health Annual Report and the Jefferson County Community Health Status Assessment, create both short term and long term plans that will assist the community in improving their assessments
  • Conducts documented safety audits and inspections and follows up with responsible parties to ensure compliance with applicable regulations
  • Schedules and conducts emergency evacuation drills with after action planning in assigned areas. These may address severe weather, precautions fire prevention, homeland security and medical emergencies.
  • Reviews and updates safety policies as warranted and directed by appropriate personnel in conjunction with the annual review process.
  • Serves as a member of various committees.
  • Prepares and presents reports to the committees when needed.
  • Provides quarterly status reports to various committees concerning routine and special operations related to radiation safety
  • Acts as the violence in the workplace coordinator and reports out to the safety committee quarterly

MINIMUM QUALIFICATIONS

Bachelor degree with four (4) years of experience in Emergency Preparedness, Emergency Management. Equivalent work experience
may substitute for education requirement.
FEMA courses completed at a minimum: IS700, 800, 100, 200, 300, 400, and 235. Preference for FEMA IS- 520. Courses offered at
the Center for Domestic Preparedness will be considered. Any Awareness or Management and Planning level NTED courses should be
notated.

WORK ENVIRONMENT
This role may require lifting up to 50 lbs.
The work location for this role is onsite.
