This position provides environmental monitoring and sampling services for the Environmental Compliance Department (EC) programs (Groundwater Protection, Clean Air, Clean Water, and Solid Waste) and Y-12 projects, in accordance with established procedures and technical guidance. Primary duties include performance of compliance monitoring (e.g. NPDES permit, Title V Air permit), DOE Order required monitoring (e.g. Groundwater), regulatory status determinations (e.g. Polychlorinated Bi-phenyls [PCBs]), and general characterization sampling of all media types (air, water, soil, and groundwater) at the Y-12 National Security Complex. This position also performs solid waste oversight inspections.
This position involves sampling, monitoring, and characterization of surface waters, storm events, storm drain system, sanitary sewer, secondary containment areas (dikes), soil, air, solid waste, and spilled material. This involves: 1) the ability to set up, configure, and program ISCO surface water sampling equipment and flow meters to monitor NPDES outfalls, sanitary sewer, storm sewer, permitted treatment facilities, and in-stream monitoring locations, 2) calibration and operation of water quality meters, 3) conduct stack air monitoring – involves climbing ladders,and/or stairways, to all building rooftops, and elevated stack platforms, in order to collect air samples (filters) and stack probes rakes; 4) collect soil samples with bucket augers or from a direct-push drill rig; 5) perform PCB characterization of legacy equipment (oils and paints); and 6) perform solid waste area oversight inspections of low-level waste (LLW) areas, Resource Conservation and Recovery Act (RCRA) 90-day areas, and 270-day PCB area.
This position will support the Y-12 Clean Water Compliance Program, Groundwater Protection Program (GWPP). This involves field sampling/monitoring of groundwater wells located throught-out the Y-12 NSC, in all weather conditions. This requires performing groundwater sampling via US EPA Low Flow, Minimum Drawdown sampling method, hydrological measurements, and monitoring well instrumented with WestBayTM systems.
This position require the use of field laptops to communicate with instrumentation, to enter/record field results, and upload data to the corporate database. This requires performing and recording multiple field measurements; documenting field conditions in a clear and concise manner; assuring the accuracy/validity of field measurements; and the configuration and troubleshooting of field instrumentation and sampling equipment. Installation of monitoring equipment at instream, storm water, and sanitary sewer locations will be performed. Driving on and off road to these locations is a necessity. The technicians must be trained and have the ability to calibrate and operate water quality instrumentation and maintain samples under chain-of-custody control, in accordance with EC procedures. Cross-training in all sampling disicplines is required.
