Consolidated Asset Management Services Texas, LLC is Hiring an Environmental Specialist Near New Florence, PA

Conemaugh Generating Station is a 2-Unit, 1700-MW rated coal-fired power plant. The Environmental Specialist/Engineer will contribute to the development and effective implementation of strategy, programs, systems, and processes that ensure the Conemaugh Generating Station maintains compliance with all applicable environmental laws and regulations as well as owners’ directives, and corporate environmental policies, goals, target, and compliance programs. This position will update environmental databases, prepare regulatory filings, coordinate associated activities as station representative and review compliance. Working with plant management, the role shall participate in monitoring existing processes, develop and implement environmental projects critical to Station success, and other special projects as needed.

Essential Duties and Responsibilities

  • Provide support for environmental compliance activities with an emphasis on air quality issues, including air quality data analysis and reporting, Title V permitting and compliance certifications, New Source Review (NSR) permit applications and renewals, facility compliance audits.
  • Evaluate applicability of proposed regulations and implementation of compliance programs mandated by newly-promulgated regulatory programs. Prepare comments on proposed regulations and participate in regulatory development process. Assist in the development and implementation of plans that will ensure compliance with new air quality regulations.
  • Coordinate and/or participate in the collection, review, and submittal of data to support environmental reporting programs. Expertise with Continuous Emissions Monitoring Systems (CEMS) related data and regulatory programs, and familiarity with StackVision and QASA software programs desirable.
  • Coordinate and/or interact with owners’ representatives, company environmental staff and plant operations personnel during compliance reviews, support agency air inspections and internal third-party compliance audits; develop and implement compliance related tools and best practices at the Conemaugh Generating Station.
  • Provide response to environmental system upsets and monitoring system breakdowns, including field data collection, situation assessment and system analysis to prevent recurrence of these conditions.
  • Coordinate all aspects of testing programs: Regulatory agency notifications, direct test contractors, communicate requirements to on-site personnel, evaluate test results, data and procedures for compliance with applicable environmental requirements.
  • Support efforts to meet environmental compliance related to water, waste management and ecological issues.
  • Conduct weekly EPA Method 9 stack observations when necessary.
  • Coordinate weekly, quarterly, and annual sampling of process and stormwater outfalls under NPDES permit. Work with third-party laboratory for timely turnaround of sample results. Prepare and submit monthly and annual Discharge Monitoring Reports.
  • Perform routine waste, impoundment, landfill, and tank inspections.
  • Coordinate regulatory tank inspections and repairs with licensed contractor. Maintain registered tank database and tank registration renewals.
  • Coordinate residual and hazardous waste storage, transportation, and if necessary, cleanup.
  • Provide and document environmental support of facility operations, including technical assistance, training, system operation analysis and recordkeeping.
  • Support the Station’s Strategy & Compliance Manager in performance of his responsibilities as assigned.
