CONSOLIDATED ASSET MANAGEMENT SERVICES, LLC is Hiring an Environmental Health and Safety Manager Near Oswego, NY

Oswego Harbor Power Generating Station is a 2-Unit, 1800-MW rated fuel oil/natural gas fired power plant.

The Environmental, Health and Safety manager specializes in all aspects of environmental compliance at the fossil fueled power plant and oversees implementation and management of environmental regulatory and permit requirements as well as compliance documentation obligations. Provides industrial safety support for a fossil fueled power plant. Facilitates implementation of CAMS safety program by establishing and maintaining accountability for industrial health and safety performance and program administration. Provides oversight and maintenance of Environmental, Health, NERC, and Safety programs to ensure compliance with Federal, State, Municipal and local laws and regulations and corporate policies. This includes all required Safety and Environmental training, site Safety visits and self-assessments.

Essential Duties and Responsibilities:

  • Provide direction and oversight for safety, health, environmental, and NERC regulatory programs.
  • Prepare necessary reports for environmental and regulatory compliance reporting and submit them to Plant Manager for review and approval.
  • Oversee the safety, environmental, and regulatory compliance training.
  • Establish and enforce the safety programs for the facility including but not limited to LOTO, confined space, hot work, PPE, and chemical safety.
  • Operate and maintain the CEMS/DAHS systems and ensure the system is maintained properly.
  • Ensure waste shipments and waste discharges are properly sampled, documented, and reported as required by law and company policy.
  • Provide safety oversight of contractor personnel.
  • Compiles all necessary data, investigates, and prepares written reports for any on-site accidents following the guidelines provided in the Safety Manual for Accident Reporting.
  • Provides viable alternatives and makes economic evaluations related to plant equipment and/or procedures modifications to assure improved plant safety and environmental compliance, including all environmental and other appropriate regulatory agencies.
  • Maintain the Environmental QA/QC Manual and ensure compliance with all environmental regulatory requirements.
  • Maintains and updates the plant safety and environmental records as required. Ensures a complete electronic and hardcopy of the reports for historical use.
  • Maintains electronic safety and environmental data management systems.
  • Provides relevant inputs to the budgetary process for the necessary improvements for NERC regulatory, safety and environmental compliance as required.
  • Other duties as assigned.
  • Must be able to work varying hours to support station evolutions.

Requirements:

Qualifications and Skills

  • BS in Engineering, Environmental Science or Occupational Safety and Health or related field, or equivalent experience, as indicated by grade level below.
  • Minimum five years’ experience in environmental and safety compliance for operating facilities, preferably in power plant or power-related industry.

Knowledge of OSHA and applicable state environmental regulations.

  • Knowledge of applicable state, municipal and local environmental, safety and fire protection requirements.
  • Proficiency in the use of a personal computer and related software (Microsoft Word, Excel, and PowerPoint).
  • Must possess a valid US driver’s license with a safe and satisfactory driver history.
  • Program development and training experience.
  • General knowledge of power plant operations, including the interrelationship of NERC, security, safety, business continuity, insurance, and environmental compliance with operation and maintenance functions.
  • General knowledge of major safety and environmental legislation involving air, water, hazardous materials, and waste management with at least one specialized area of knowledge at the regulatory requirement level.
  • Strong persuasive oral and written communication skills as well as good planning and organizational skills are necessary.
  • Demonstrated experience indicating effective communication skills, analytic ability, detail orientation, and ability to make decisions and meet deadlines.

Other Desirable Skills:

  • Experience with Continuous Emissions Monitoring Systems (CEMS) and Data Acquisition and Handling Systems (DAHS)
  • Training in Environmental Compliance or management; CHMM or engineering professional certification (EIT or PE)
  • Certified Safety Professional (CSP)
  • Previous work experience in a power plant setting
  • Certification from the Board of Certified Safety Professionals or American Board of Industrial Hygiene
  • Experience with web-based document management information software such as SharePoint
  • Working knowledge of CBM programs (EAM, SAP, Maximo, ETC.)

Pay: $110,000.00 - $135,000.00 per year
