Job Summary

Alaska Overview
ConocoPhillips is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1.6 million net undeveloped acres at year-end 2021. The company produced an average of 197 thousand barrels of oil equivalent per day in 2021. ConocoPhillips has major ownership interests in two of North America’s largest oil fields, both located on Alaska’s North Slope—Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates the Alpine Field located on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.
Description
The Village Outreach Director – Alaska reports to the VP, External Affairs, Alaska Business Unit and oversees the Alaska Business Unit stakeholder engagement efforts. This role works to engage and develop mutually beneficial relationships with rural Alaska stakeholders in the communities where we live and operate.
This position supervises a team of four and will be based in Anchorage with frequent travel to north slope villages and operations (approximately two trips per month).
The Village Outreach Team supports ConocoPhillips Alaska's operations, development, and exploration teams, ensuring that community concerns are understood and integrated into project team, provides advice on approaches and strategies for addressing these concerns and supports implementation of company social/ESG priorities as well as ensuring compliance with permit and consultation requirements related to community concerns.

Job Description

Your responsibilities may include:

  • Support the VP, External Affairs in providing the ConocoPhillips Alaska Business Unit (including Operations, Willow, Capital Projects, Sustainable Development and Explorations teams) with strategy on addressing rural Alaska issues, community concerns, stakeholder engagement plans, local hire, rural Alaska community investment opportunities and long-term planning
  • Supervise the Alaska Village Outreach Team to meet the goals of External Affairs and the Alaska Business Unit.
  • Manage the Nuiqsut Stakeholder engagement program, including:
  • Village communication program (operational and pipeline safety issues, emergency response, helicopter program and project status reports)
  • Community, City Council, Tribe and other leadership meetings
  • Engagement activities: events, celebrations, etc
  • Manage the local subsistence representatives, and ice road monitor program.
  • Local subsistence program oversite
  • Local hire activities
  • Provide project and construction teams with community and cultural awareness training.
  • Participate in BU engagement teams and develop relationships with key stakeholder leadership across the North Slope
  • Develop cross-functional relationships within Community Investment, Communications and Government Affairs to support overall Alaska Business Unit goals
  • Coordinate with the Sustainable Development and Permitting teams for project permitting engagement strategy
  • Work closely with the Corporate Sustainable Development group to meet the company’s ESG/social goals and objectives as they pertain to Alaska

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer.
  • Bachelor's degree or higher in Communications, Economics, Engineering/Science or related discipline or foreign equivalent
  • 5 years North Slope oil field experience
  • 3 years experience with stakeholder engagement/communications
  • 3 years experience working with Alaska rural communities
  • Advanced level ability to maintain positive relations with team members, external stakeholders, internal business partners, & regulatory agencies
  • Advanced level communication (written, oral & presentation/PowerPoint) skills
  • Intermediate level understanding of Sustainable Development principles
  • Intermediate proficiency with MS Office (Word, Excel, Outlook)
  • Willing and able (with or without reasonable accommodation) to travel approximately 30% of the time, travel may on occasion be expected to occur with little or no notice

Preferred:

  • 3 years experience working with issues affecting indigenous populations
  • 3 years experience working with contractors to achieve business goals
  • 1 years experience working permitting issues on the North Slope
  • Demonstrated ability to build strong relationships based on trust and seeks collaboration across organizational boundaries to achieve goals
  • Ability to work several short & long-term issues or projects concurrently
  • Takes ownership of actions and follows through on commitments by holding others accountable
  • Generates effective solutions based on available information and makes timely decisions that are safe and ethical
  • Listens actively and invites dialogue for shared understanding, then influences and acts to drive performance and achieve results
