Position Summary:

The HR Leave Administration Manager is responsible for several major Human Resource functions in a large State of Connecticut higher education organization under an HR shared services framework. This includes responsibility for the management, administration and coordination, technical management, statutory and policy compliance, and communication of all FMLA, other medical, military, and Worker’s Compensation leave requests. Additionally, this position is responsible for performing transactional management, analysis, and review for leave administration in CORECT Human Resources Management System (HRMS) and Enterprise Performance Management (EPM) for CT State, Charter Oak State College, and the Connecticut State Colleges & Universities (CSCU) System Office representing 6400 non-represented Management/Confidential, and unclassified and classified bargaining unit employees. In addition, this position may provide leave administration consultation to the four Connecticut State Universities (CSUs).

Example of Job Duties:

Under the direction of the Director of Payroll and HR Data Operations, the Leave Administration Manager is accountable for the management of the Human Resource Leave Administration Team, the transactional processing and data support for employee leaves in the following essential functional areas:

  • Assist in development and implementation of best practice programs, policies, and procedures in the effective management of all leave administration and in related high-quality delivery of efficient regulation and policy compliant HR services and systems in a drive towards optimal performance and employee satisfaction.
  • Complies with state or federal statutes and regulations regarding FMLA and Workers Compensation. Develops procedural guidelines and workflow templates that effectively address the implementation of these programs and the resolution of conflicts that may arise in their administration.
  • Leads the Leave Administration Team in the confidential review and transaction of medical leaves of absence including federal and state FMLA applications, SEBAC Supplemental leave, other leaves including maternity/paternity, military leaves, Sick Leave Bank requests, requests for paid leave under CGS 5-248(a), and Worker’s Compensation Claims.
  • Provides technical and procedural guidance in compliance with state & federal regulatory and policy requirements, and communicates with employees on workflow progress, status updates, and response to inquiries.
  • Performs other duties and responsibilities related to those enumerated above which do not alter the basic level and responsibilities of the position.

Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.).

Minimum Qualifications:

Bachelor’s degree in an appropriately related field, with three (3) or more years of experience in human resource management; or a combination of education, training and experience which would lead to the competencies required for successful performance of the position’s essential duties.

Incumbents are required to have demonstrated advanced knowledge and abilities in the following: 

  • Knowledge of, and ability to utilize the CORE-CT HRMS.
  • Knowledge of current HR principles and practices.
  • Ability to maintain confidential personnel/payroll records.
  • Excellent interpersonal skills.
  • Excellent computer skills including proficiency in MS Office (Word, Excel, PowerPoint, Access, Outlook).

Preferred Qualifications:

  • Master's degree in an appropriately related field.

Starting Salary:

Anticipated Salary; $83,128 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits.
