Job Description:

The Operations Manager for On-Demand Services is responsible for assisting the Operations Director in managing and overseeing Connect Transit’s demand response services, including Connect Mobility and Connect FLEX. Under the direction of the Operations Director this position oversees, monitors, and coordinates the operation and performance of on-demand services while ensuring full compliance with federal, state, and local laws, and Connect Transit policies.

Wages:

$70,000 - $80,000 annually, dependent on qualifications

Responsibilities and Duties:

  • Monitors key performance indicators (KPI) to ensure service optimization.
  • Maintain compliance with the Americans with Disabilities Act (ADA).
  • Support ADA paratransit determination process to ensure proper eligibility standards are consistently met for all applicants.
  • Manages the collection, review, and analysis of data used for program evaluation.
  • Develops and monitors the Operations on-demand services budget; verify funds received through farebox and Medicaid.
  • Monitor reporting submitted by Operations staff for accuracy.
  • Develops and updates demand projections as needed for planning and budgeting purposes. Prepares technical reports as needed.
  • Participate with citizen advisory groups as needed to share updates on on-demand services.
  • Regularly meet with Operations Director to discuss performance issues and develop approaches for addressing problems as they arise, and long term planning goals for department.
  • Present on-demand performance data, issues, policy change recommendations, and other information to the Board of Directors as needed.
  • Manage the appeals process for program eligibility decisions.
  • Review training programs and make recommendations to improve sensitivity training and service for people with disabilities.
  • Supervise, train, and evaluate supervisory personnel in conjunction with Operations Director.
  • Supervise the Medicaid Billing Specialist and Customer Service Representatives.
  • Participate in the hiring process for, and supervision of assigned staff.
  • Review and approve disciplinary actions recommended by supervisory personnel to ensure compliance with policies and procedures, and consistent application.
  • Review reports and data prepared by supervisory personnel for accuracy.
  • Serves as first level Hearing Officer at disciplinary hearings.
  • Coordinate special bus services with outside agencies as needed.
  • Assist in preparation of labor contract negotiations as needed.
  • Performs other duties as assigned by Operations Director.

Job Requirements:

  • Minimum 3 -5 years experience in paratransit operations, including management and supervisory experience.
  • Bachelor’s degree in Transportation, Urban Planning, Business Administration, or related field preferred. (A combination of education and experience that will provide the above noted knowledge, skills and abilities is acceptable).
  • Valid Illinois Driver’s License.
  • Acceptable driving record (No serious traffic or license violations within the last five years).
  • Pass federal background check and pre-employment drug test.
  • Ability to schedule, coordinate, and supervise the daily work activities of the transportation department employees.
  • Ability to effectively lead, supervise, and develop staff.
  • Ability to make effective, professional presentations to Connect Transit management and outside organizations.
  • Ability to formulate specific objectives and benchmarks against which transit service results will be compared and evaluated.
  • Ability to become ADA Coordinator Certified.
  • Ability to interpret and apply federal, state, and local laws, regulations.
  • Ability to interpret, apply, and enforce labor contract provisions.
  • Ability to establish and maintain effective working relationship with other transit system departments, collective bargaining unit members, outside contractors, vendors, and other government agencies.
  • Ability to recommend changes to the annual and long-range budgets for the Operations Department.
  • Ability to manage a project from concept to implementation, to day to day management.
  • Ability to work independently yet take verbal and written direction.
  • Ability to work collaboratively and discuss ideas in a respectful manner.
  • Ability to work when needed, including some nights and weekends, as dictated by events
  • Ability to utilize research and report preparation methods.
  • Ability to communicate effectively orally and in writing.
  • Ability to effectively utilize Microsoft Office applications.
  • Ability to effectively utilize communication equipment, including two-way radios, cellular phone, and mobile tablet.
  • Ability to meet the physical demands required of this position.
  • Ability to learn and apply the following:
  • Theories, principles, and practices of transit and transportation planning, design, and bus operations
  • Applicable federal, state, and local laws and regulations governing bus operations
  • Theories, principles and practices of public policy and decision making
  • Laws governing Workers Compensation and Family Medical Leave Act
  • Theories, principles, and practices of organized labor relations
  • Theories, principles and practices of effective supervision and management of personnel
  • Regulations regarding the Americans with Disabilities Act
