The VP Compliance Operations will support the design and management of Jefferson's Enterprise Compliance program. This knowledgeable leader will be accountable to the ECCO for maintaining the effective design, development, implementation, and evaluation of the enterprise compliance program, including careful and efficient creation and monitoring of the operational implementation metrics utilized to monitor effectiveness. Revision and continuous evaluation of program support for Jefferson's business operations and strategies remains a key focus of this compliance professional's work. These activities require the individual to timely and effectively recommend revisions to the program as Jefferson's business and the strategic landscape of the organization evolves.
The Vice President serves as the liaison between Jefferson's clinical service line leaders and the compliance team and leads enterprise collaborations with key stakeholders, including but not limited to, revenue cycle, human resources, research compliance, strategic sourcing, and clinical operations, and finance. This strategic leader will take primary responsibility for developing meaningful and effective reports to executive leadership, trustees, and operational leaders outlining the organizations' activities related to educational and training outcomes; regulatory compliance activities; and (iii) enterprise-wide risk assessment, auditing, monitoring, and investigatory activities designed to manage, eliminate, or reduce risks.
ESSENTIAL FUNCTIONS:
  • Formalize and monitor systems designed to enable employees to report concerns without fear of retribution, ensuring that the reporting system is adequately publicized and that allegations of noncompliance are investigated and responded to promptly.
  • Oversee, coordinate, and monitor the day-to-day compliance activities of the organization
  • Modernize, digitize, and maintain the Enterprise Compliance Program Manual, outlining the tenets of the program and its alignment with Department of Justice and other regulatory guidance.
  • Establish, supervise, and train teams of division compliance officers responsible for leading management compliance and board compliance committee meetings and activities.
  • Coordinating resources to ensure the ongoing effectiveness of the compliance program
  • Overseeing the development of educational programs designed to ensure that members of the Jefferson community have access to resources to support their efforts to do the right thing.
  • Monitoring compliance activities to ensure that matters are properly and timely managed and that risk assessments associated with compliance activities are evaluated fully to inform the organization's risk profile.
  • Leads the compliance risk assessment, identification, and prioritization process and directing the compliance-related risk assessment activities necessary to create the enterprise annual Compliance Work Plan.
  • Assists the ECCO in the development, implementation, oversight, documentation, and maintenance of the enterprise compliance program.
  • Interacts with co-workers, visitors, and other staff consistent with the iSCORE values of Jefferson.
OTHER FUNCTIONS AND COMPETENCIES
  • Preparing summary reports concerning all strategic initiatives, audits, and investigations.
  • Scheduling and leading monthly meetings with Senior Compliance staff and team members.
  • Establishing and leading at least quarterly meetings with revenue cycle, human resources, and clinical operations leaders identified as key collaborators with the compliance team.
  • Assists the Chief Compliance Officer in ensuring that Jefferson Health's Compliance Program fully meets the standards for effective health care compliance programs as established by federal regulators.
Qualifications
EDUCATIONAL/TRAINING REQUIREMENTS:
Bachelor's degree in Health Care Planning, Business Administration, Public Administration or related field required. Master's degree, JD, CRNP, or MD preferred.
CERTIFICATES, LICENSES, AND REGISTRATION:
Healthcare Compliance Certification from the Compliance Certification Board ("CCB") within two (2) months of appointment and maintain such certification throughout employment.
EXPERIENCE REQUIREMENTS :
10 years of progressively responsible experience in health and medical service or related field required.
ADDITIONAL INFORMATION:
Strong project management and organizational skills. A high level of proficiency in the use of Microsoft Office including, Microsoft Word and Excel. Maintaining a thorough understanding of Federal and State laws, rules, regulations, and guidance governing: (i) fraud, waste and abuse; (ii) billings, payments, overpayments, and mandatory reporting; (iii) provider exclusions; (iv) whistleblower protection; (v) human subject research compliance; (vi) quality assurance; (vii) corporate governance; (viii) health information privacy and security (ix) employee privacy and confidentiality; (x) conditions and other requirements for participation in government healthcare programs; and (xvi) other compliance-related topics as necessary to maintain an effective compliance and ethics program.
