Description

Comunilife Inc. is looking for an experienced Program Director to lead its Congregate program in Brooklyn, Dona Rosita II and our newly created program under OTDA guidelines. The Program Director is responsible for the overall operation of Dona Rosita II, which includes management of staff, overseeing the development and implementation of program enhancements, monitoring and compliance, evaluation of policies and implementing proper procedures for the program. The Program is characterized by a team approach, supervision of clinical staff, time unlimited services, crisis availability, and referral procedures. The Program Director is on call 24/7. This position is eligible for Comunilife's generous benefits and paid time off package including medical, dental, vision, life insurance, retirement employer contributions after 2 years, tuition reimbursement and professional development opportunities.
Essential Duties:
  • Plans and administer daily operation of the program
  • Responsible for staff program assignments and supervision of program activities to ensure that clients receive services in accordance with their needs
  • Assist and participate in the recruitment and retention of staff
  • Responsible for enforcing policies and procedures in compliance with Federal, State and City Laws, rules and regulations
  • Ensure that Quality Improvement Policies and Procedures are follow as required
  • Review and accept new and renewal leases or assignment of leases from other contractors
  • Provide oversight to ensure that a minimum program monthly occupancy rate of 95% is maintained
  • Ensure program compliance with contract requirements
  • Review and approve placement of all HASA referrals within a maximum of 30 days
  • Review and approve same day HASA referral for intake
  • Provide and maintain records of staff training on an annual basis to increase their knowledge and understanding of HIV/AIDS, mental illness and substance abuse and to increase staff sensitivity towards working with and providing services to persons who are living with HIV/AIDS.
  • Provide oversight in maintaining and securing individual files and records to ensure that files are kept complete, current, and readily identifiable from other Comunilife programs. Ensure that all client records are maintained by Comunilife for a minimum of seven (7) years after the expiration of the contract.
  • Maintain all documents necessary for a quality assurance review by Comunilife or HRA
  • Provide weekly, monthly, quarterly, and/or yearly reports as requested by Comunilife and/or HRA. Ensure timely completion of program progress reports including demographic census, services rendered, problems, and plans. Provide oversight in conducting an annual Client Satisfaction Survey and provide surveys to HRA if requested
  • Ensure policies, principles, and procedures are in agreement with the HRA program requirements, guidelines, regulations and directives
  • Lead team organizational and service planning meetings, provide direction to staff regarding individual cases, conduct side-by-side contacts with staff, and regularly conduct individual supervision meetings 
  • Meet on a regular basis with the HRA staff for conferences and planning purposes for better cooperative working agreements. Meet with the Director of Congregate Housing detailing accomplishments and/or problems of the Program. Maintain contact with various community program administrators, public officials to discuss and at times negotiate cooperative working agreements
  • Provide oversight for consumer goals of recovery, rehabilitation, economic independence, stability and community integration.
  • Oversee the coordination of HIV/AIDS services with other community services such as inpatient, outpatient, emergency, and day treatment, and design services to close gaps in the continuum of services
  • Design and implement a comprehensive program evaluation. Evaluate/review employees’ annual job performance. 
  • Prepare any and all correspondence relative to Dona Rosita II as requested by the Federal, State, City or other funding sources. Responsible for addressing and correcting any and all deficiencies, which may be cited as a result of audits conducted by the funding sources.
  • Assist the Vice President of Programs or designee with special projects, analyze, research, and prepare reports as required.
  • Manage the OTDA Program and staff and work collaboratively with the assigned Comunilife Residences participating with the grant.

Qualifications


Education and Experience Requirement(s)
A Masters Degree in social work, public health, health administration, or related field; and three(3) to five (5) years of administrative and supervisory experience operating Scatter Site Housing Program(s); or Bachelors Degree in social work, public health, health administration, or related field; and five(5) to seven (7) years of administrative and supervisory experience operating Scatter Site Housing Program(s). Five or more years experience in providing direct services related to the treatment and recovery of persons afflicted with HIV/AIDS, substance abuse and serious mental illness. Bilingual-Spanish preferred. HIV/AIDS advanced training is a plus. Experience with OTDA Guidelines.
