Community Youth Services is Hiring a Behavioral/Mental Health Clinical Supervisor (TAY) Near Olympia, WA

Community Youth Services is recruiting for Behavioral/Mental Health Clinical Supervisor. This position provides co-occurring clinical supervision for the Transitional Age Youth (TAY) program,. This position will oversee the clinical development of staff and ensure program outcomes and compliance through training, supervision, consultation, and tracking. This position works closely with the Clinical Director to create a high-performing team that adapts services to best meet the needs of Transitional Age Youth utilizing Evidence-Based and Research-Informed Practices and through following the Golden Thread. The Clinical Supervisor will become a MAP (Managing and Adapting Practice) Supervisor, and receive training in Clinical Supervision, Wraparound with Intensive Services (WISe), Child and Adolescent Needs and Strengths (CANS) assessments, and Portland State University’s Pathways Transition Training.

Starting pay is $7766 per hour/month. (Exempt) (Fulltime).

CYS has been a successful and established non-profit in downtown Olympia for nearly 50 years, providing a full continuum of care to meet the needs of at-risk youth and their families in our community. Our 20 programs help youth with housing, placement stabilization, family preservation, foster care, education, job training, employment, independent living skills, delinquent behaviors, shelter, and basic needs. About 4,000 youth – and their families – seek services annually in their transition to become independent, successful adult members of society.

Position Qualifications:

  • Master’s Degree in Social Work, Psychology, Counseling or related field.
  • Requires one of the following Washington State DOH Licenses with a minimum of 2 years of post-licensure experience:
    • Licensed Mental Health Counselor
    • Licensed Marriage and Family Therapist
    • Licensed Independent Clinical Social Worker.
  • Must be qualified to be a Mental Health Professional (Master’s degree in a mental health related field plus two years of clinical mental health experience under the supervision of an MHP) and a Child Mental Health Specialist (MHP with a minimum of one hundred actual hours of special training in child development and the treatment of children and youth with serious emotional disturbance and their families; and the equivalent of one year of full-time experience in the treatment of seriously emotionally disturbed children and youth and their families under the supervision of a child mental health specialist).
  • Completion of, or able to complete within 30 days of hire, fifteen hours of training in clinical supervision, in a course approved by Department of Health.
  • Previous Clinical Supervisory experience preferred, Substance Use Disorder Professional (SUDP) meeting the criteria for a SUDP Supervisor (WAC 246-811-049) is preferred but not required. (Note: Candidates without a SUDP credential must be willing to obtain it, including additional Alternative Training coursework (if needed) to become a SUDP, which is 15 college credits, once employed).
  • Experience and ability to work in a community and/or client home setting.
  • Proficiency in assessment, diagnosis, determining eligibility for services, and crisis response.
  • Proven ability to effectively coordinate services.
  • Proficiency with mental health documentation requirements, paperwork and procedures.
  • Experience with electronic health record or case management systems is preferred.
  • Understands and aligns with Positive Youth Development Approach.
  • Demonstrated strong leadership and interpersonal skills.
  • Experience with Evidence Based Practices a plus.
  • Experience working within multiple systems including: Juvenile Justice, mental health, community and natural supports for families, schools, the Department of Children, Youth, and Families (DCYF), etc.
  • Must possess a high level of self-initiation, efficiency, organization skills and the ability to meet mandatory deadlines.

Agency Qualifications:

  • The ability to pass an extensive background check with no history of conviction or perpetration of child abuse or physical harm to a child or children or an individual aged 18 years and above who is or may be unable to take care of themselves or is unable to protect themselves against harm or exploitation by reason of age, illness, trauma or disability, or any other reason.
  • Professional and personal conduct that maintains a personal and professional background so that criminal history remains free from unlawful conduct. Certain crimes may disqualify employees to have unrestricted access to children or vulnerable populations in accordance with Department of Social Health and Services policy and Washington State law. Professional or personal conduct that causes this clearance to be suspended or denied will result in suspension and/or termination of employment. (Pursuant to RCW 43.43.832, 43.43.832(7), 43.43.834, 43.20A.710 and WAC 388-06.).
  • A valid Washington State Driver License with a minimum of five years’ driving experience and a three-year good driving record evidenced on a Washington driver’s abstract. The ability to pass and maintain a clean driving records check at employment and annually. Professional or personal conduct that results in a restricted or denied driving status could result in termination of employment. (Candidates relocating to the area must provide current proof of three-year driving record from current state; and have ten days from date of employment to provide a copy of a Washington Driver’s License and Washington driver’s abstract.).
  • Proof of personal auto insurance levels provided on your insurance declaration page. Coverage must be current, and copies provided to HR at renewal. Coverages at or above $100,000 combined single limit is required for positions that require driving and is recommended and preferred for positions that have occasional driving.
  • A sensitivity and responsiveness to the cultural differences in the organization's employment and service population.
  • Must possess or obtain within 30 days of employment CPR/1st Aid/Bloodborne Pathogen certification. Some positions require CPR before a first shift.
  • Strong interpersonal skills, including the ability to work as part of a team.

Major Responsibilities and Related Tasks:

RESPONSIBILITIES AND RELATED TASKS:

  • Provide Co-Occurring Clinical Supervision, consultation, training, and professional development to TAY staff (Therapists, Wraparound Facilitators and Youth and Family Engagement Specialists.), including leading co-occurring therapists group supervisions.
  • Partner with TAY Director and other supervisors to foster a high level of moral camaraderie and clinical excellence among staff.
  • Monitor staff performance and outcomes through data and direct observation. Address any performance issues and support staff towards achieving goals through professional development and accountability in a positive, solution focused, coaching manner.
  • Maintain assessment tool certification and be proficient in determining participant entitlement for level of care. Provide clinical oversight for staff to also meet standards to determine eligibility. Provide clinical oversight and responsible delegation to manage risk assessments, train and support staff in safety planning, golden thread, independent service plan, collaborate with staff to build a strong support system surrounding the youth based on program fidelity.
  • Participate in Electronic Health Records System development, training, and usage to promote positive participant outcomes and staff/program development and sustainability. Be an active Evolv Super-User and train staff in platform.
  • Collaborate with staff for EHR use to track and maintain performance dashboards, evaluate service utilization, participant outcomes
  • Utilize the EHR to monitor quality assurance, service intensity and compliance.
  • Follow The Golden Thread to fully implement program model (TAY/WISe, MAP WRAP) within the supervisory role, including clinical case monitoring to assure compliance with contract and WAC requirements, and ensure fidelity to Evidence-Based Practice Models.
  • Follow and incorporate WISe Guiding Principles in clinical support and teaming.
  • Review and approve required clinical documentation in a timely fashion, assuring that it meets all standards/best practices and requirements, including completing monitoring and auditing notes for billing compliance
  • Collaborate with community partners and contractors regularly to inform staff supervision and development and for guidance around following the WISe Model fidelity.
  • Regular communication and effective collaboration with the the ICD Leadership Team on program development and implementation.
  • Utilize solution-focused, strength-based approach, including assuming positive regard, when addressing barriers.
  • Monitors and approves licensure hours for clinical staff, including staff working towards their SUDP licensure.
  • Appoints additional Substance Use Disorder Professionals (SUDP) to monitor first fifty hours for SUDPts.
  • Collaborate with CYS team in on all staff training needs.
  • Obtain required training and certification within set timeframe.
  • Collaborate with TAY Program Director to attend pertinent agency, community and regional meetings that impact CYS’ TAY program as requested.
  • Provide on call support for supervisees (TAY staff) and cover other supervisors as needed, including being available 24/7
  • Be available to work nights and weekends as needed.
  • Administrative duties for the TAY program and Integrative Counseling Division as needed.
