JOB DESCRIPTION

POSITION TITLE: Director of Community Services and Veteran Affairs

DEPARTMENT: Housing and Community Services

FLSA STATUS: Exempt

REPORTS TO: AVP of Housing and Community Services

GENERAL DESCRIPTION OF DUTIES

Provide leadership, oversight, and management of all programs and services offered through CRT’s Community Services and Veteran Affairs Division. Responsibilities include the delivery of all program activities, participating in the design, development, and implementation of existing and new programs/services, creating & monitoring of program budgets, preparing required documentation for funding sources, and ensuring compliance and delivery of quality services. Develop and foster relationships with funding agents, local organizations, and leaders of the community.

 ESSENTIAL JOB FUNCTIONS

  • Manage the day-to-day operations of the Community Services and Veteran Affairs division, including direct management, planning, and coordination of all programs and services.
  • Collaborate with Program Managers and agency staff in developing short-term activity plans and long- range goals.
  • Ensure systems are in place to monitor adherence to STEPS standards and immediately identify non-compliance. Implement corrective action plans, as appropriate.
  • Implement quality assurance systems and actively monitor to ensure compliance with all contractual requirements and agency standards. 
  • Work in cooperation with agency executive leadership team and appropriate external entities to develop, partner, coordinate, and deliver division services and activities that meet the needs of the community. 
  • Provide direction, supervision, coaching, and overall leadership to assigned staff.
  • Oversee staffing schedules, conduct employee performance appraisals, and make personnel recommendations as necessary/appropriate. 
  • Ensure all department staff have training & development plans in place. 
  • Develop, manage, and monitor approved department budgets and authorize expenditures in accordance with appropriate grant, funder, and agency guidelines. 
  • Participate in executive/management team meetings and maintain daily contact with department staff. 
  • Prepare timely and accurate reports for funding sources as well as reports for review by the AVP of Housing and Community Services or members of the executive leadership team. 
  • Provide clear and accurate data/narratives to immediate supervisor demonstrating programs’ performance against goals. This includes, but is not limited to, monthly dashboard reports. 
  • Monitor state and federal legislation appropriate to the department, including any public policy that may impact CRT services. 
  • Support and coordinate agency-wide initiatives, including special projects as assigned. 
  • Conduct on-going evaluation and assessment of the Community Services and Veteran Affairs division structure, programs, and services and make recommendations for change, as appropriate. 
  • Participate in the design of new program models, including the submission of new grant proposals.
  • Perform all other duties as assigned. 

MINIMUM TRAINING AND EXPERIENCE

  • Bachelors required, Master’s degree preferred in Social Science or related field. 
  • A minimum of 7 years’ experience in a supervisory capacity with three of those in a multiple department/team management role with a demonstrated track record in successfully managing programs and budgets.
  • Comprehensive understanding and/or experience working with low-income individuals/families, Veterans, and the homeless population. 
  • Comprehensive knowledge and understanding and/or experience working in human service programs funded by federal, state, & municipal entities. 
  • Demonstrated success and expertise in managing residential and nonresidential programs.
  • Proven track record of sound financial management and growth.
  • Demonstrated ability to attract, develop, motivate and retain quality staff and work effectively with executive leadership.
  • Demonstrated success developing and evaluating program models and selecting and successfully operationalizing innovative programs.
  • Proficient in using technology as a management reporting tool and experience working with information technology staff to develop and implement program evaluation systems.
  • Excellent communication and coalition building skills with an ability to balance, negotiate, and work with a variety of internal and external stakeholders; high level of knowledge and understanding, especially as it relates to program replication, connecting programs to funding, creatively generating other resources, and building strategic partnerships.
  • Strong management skills, with an ability to manage diverse operations, effectively multi-task and a style that encourages creativity, growth, collaboration, problem solving, open communication and accountability. 
  • Ability to work with diverse, multicultural populations. Strong ability to communicate in written and oral form. Bilingual preferred.

Physical AbilityTasks involve sedentary to light work, involving some reaching, handling, fingering and/or feeling of objects and materials.

Sensory Requirements: All tasks require visual perception and discrimination and the ability to communicate daily in oral and written form.

Environmental Factors: Tasks are regularly performed with occasional exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
