CCSNH Director of Financial Aid

Annual Salary Range - $85,488.00 - $108,992.00

General Summary:Reporting to the Vice-Chancellor, responsible for system-wide oversight of financial aid programs and operational functions, administering all federal, state, institutional and private aid available to CCSNH students; developing, implementing, and monitoring financial aid policies, procedures, and operating systems; and overseeing all reporting and regulatory requirements to ensure compliance with federal and state regulations related to student financial aid.

Principal Duties and Responsibilities:

CCSNH Financial Aid Program Management:

  • Under the direction of the Vice-Chancellor, advises the CCSNH Leadership Team on matters related to financial aid regulations, operating systems, and student aid activities and initiatives.
  • Oversees the implementation of all financial aid policies, programs, and services across CCSNH and serves as a resource for financial aid staff assigned to each CCSNH college regarding all financial aid matters.
  • Oversight of the packaging, awarding, and disbursing of financial aid funds from grants, scholarships, loans, and work-study accounts and oversees fund management and stewardship in accordance with state and federal regulations and CCSNH and college policies.
  • Coordinates and directs all federal, state, and institutional financial aid programs including but not limited to Federal Pell Grant, Federal Supplemental Educational Opportunity Grant, federal loans and campus-based programs, UNIQUE and other state grants and scholarships, as well as institutional and private grants and scholarships.
  • Oversees all Financial Aid related contractual agreements as appropriate.
  • Monitors current and new module upgrades for availability of new and/or improved functionality in order to enhance business processing for CCSNH and college users and works with IT on new aid year roll, regulatory changes, and any new functionalities.
  • Collaborates with grants management, foundation management, accounts receivable, and per-college student enrollment and success staff to keep financial aid an integral, functional part of student registration and retention activities, as well as of enabling business operations.
  • Disseminates financial aid information, including any local or federal changes to programs, eligibility rules, application procedures, and any regulatory changes relevant to student financial aid.
  • Conducts training on financial aid regulations, policies, procedures, and systems for CCSNH and college staff and recommends professional development opportunities, as needed.
  • Gathers data and prepares financial aid reports as required by federal and state rules and regulations.
  • Serves as liaison to CCSNH Finance Department with respect to funds account management and reconciliation.
  • Serves as liaison to internal and external audit.

CCSNH Compliance:

  • Maintains current knowledge of regulatory guidance and trends to assists with compliance with federal and state rules and regulations and institutional policies and procedures.
  • Coordinates and oversees a compliance monitoring programs to ensure system-wide compliance with federal, state and CCSNH rules, regulations, guidelines, policies, and procedures.
  • In coordination with auditors, addresses emerging program issues for compliance with rules and regulations.
  • Identifies issues relevant to federal and state regulations and guidance and develops CCSNH policies and procedures to implement necessary changes.
  • Informs and updates staff of announcements from U.S. Department of Education to include NASFAA daily announcements and recommending procedural changes to maintain compliance.

Other

  • Serves on System and/or college committees as assigned.
  • Performs other related job duties as assigned.

Qualifications:

Education: Bachelor’s degree from a recognized college or university.

Experience: Seven years’ of experience in the area of student financial aid within higher education, including at least three years of supervisory or program management experience with responsibility for overseeing financial aid processes.

License/Certifications: Valid driver’s license or access to statewide transportation.

Desired Qualifications: National Association of Student Financial Aid Administrators (NASFAA) credential certifications in topics of financial aid. Demonstrated sophisticated understanding of state and federal reporting and compliance regulations especially as they relate to financial aid.

Additional Desired Qualifications: Knowledge and understanding of functional processes associated with financial aid. Ability to set program goals and objectives, analyze data, prepare reports, and provide accurate information to management for overall strategic planning. Ability to develop effective compliance monitoring programs to ensure compliance with and enforcement of institution policies and procedures, state and federal rules and regulations, and identification of training needs. Proficient in the use of technology, especially the Microsoft Office Suite, and ability to develop PowerPoint presentations. Strong communication skills and ability to work well in a team environment. Ability to express ideas clearly and concisely both orally and in writing. Ability to evaluate and analyze program effectiveness and resource utilization. Ability to speak before public groups. Ability to establish and maintain effective working relationships. Ability to work independently and exercise sound judgment in the performance of duties. Demonstrated commitment to furthering diversity, inclusion, and equity in a higher education setting. Must be willing to maintain an appearance appropriate to assigned duties and responsibilities as determined by management.
