REPORTS TO: Assistant Director HOURS: FTE Monday- Friday

TOTAL COMPENSATION PACKAGE: Salary for this position is $66,560 annually. CAPS offers a generous benefits package available on the first day of the month after your date of hire that includes: 

  • Medical insurance through Kaiser or Sutter 80-95% paid by the employer for employee premiums plus 50% paid by the employer for dependent coverage
  • Elective dental, vision insurance, FSA and Accident insurance.
  • Employer paid $10k of life insurance with expandable options
  • Employer paid Long-term Disability Insurance
  • 401(K) plan with 2% contribution and an additional 1% matched contribution after one year of service

  • 3 weeks vacation (4 hours accrued per pay period) based on full time work, increases at 5 years of service

SUMMARY OF POSITION: 

Under direction of Assistant Director HS/EHS, ensures through support and direct implementation that all policies and procedures in all related service areas are met for the Head Start and Early Head Start programs; coordinates services for all participant children and families in the area of education and center operations, in compliance with ACF Performance Standards, the Service Area Written Plans, School Readiness Goals and alignment with the CCSS Systems, and California State Licensing regulations. This position supervises the following program staff: Center Directors, who supervise employees in the Head Start sites and Lead PCG’s in the Early Head Start sites Area Supervisors will also work in tandem the Children’s Services Assistant when assigning responsibility for substitutes. All supervisory responsibilities will be carried out in accordance with the Agency’s policies and applicable federal and state laws

Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to the following:

  • Participates as a member of the supervisory team in planning program operations and establishing program procedures
  • Support Center Directors and Lead Primary Caregivers to work in tandem with program service areas to resolve issues.
  • Support and train Center Directors and Lead Primary Caregivers
  • Oversee the daily operations of the site
  • Assure that Center Directors and Lead Primary Caregivers are conducting activities on-site and in the home to establish a positive link between home and school and support parents as primary educators.
  • Assure that high quality monthly parent activities and family events are provided to meet parent requests and requirements.
  • Responsible for supporting staff in implementing California Child Abuse and Neglect laws and assure that program policies and procedures are followed.
  • Responsibilities include interviewing, providing feedback/recommendations for hiring, and training employees; planning, assigning, and directing work; coaching/mentoring, managing and appraising performance; addressing complaints and resolving problems that need a higher level of expertise involved.
  • Responsible for the overall direction, coordination, and evaluation of assigned sites
  • Ensure completion of screenings, assessments and staff training plans
  • Work with affiliated school district campus principals and early childhood teachers to assure a smooth transition to TK or Kindergarten from our program
  • Curriculum Area Supervisor will provide leadership to center staff in creating classroom environments that are stimulating and conducive to learning. On site Area supervisors will assure that the plans are being implemented with fidelity.
  • Assists in the fulfillment of administrative requirements ensuring compliance of the Head Start/EHS Performance Standards, School Readiness goals and alignment with the CCSS Systems and California State Licensing
  • Complete the Fidelity Tool for Administrators in all assigned classrooms in September and April of each year
  • Complete as assigned, CLASS observations on all Head Start sites Jin the fall of 2 times minimum each school year
  • Monitors the work of center staff, parents and volunteers, as outlined in the Agency’s Head Start/EHS Program Service Area Written Plans. Support and guide implementation of the work of outside consultants and community partners.
  • Visits program sites regularly. Support and monitor program compliance through regular site observations and feedback. Provides training to staff on systems and procedures as needed. Provide leadership/guidance to center staff in creating classroom environments that are stimulating and conducive to learning.
  • Coordinates with Assistant Director and Family Services team to assist in planning and implementing program goals into daily operations at the site level and reports progress towards meeting program objectives on a monthly basis in monthly meetings with Assistant Director.
  • Supervises the maintenance of files and records, ensuring confidentiality. Ensures prompt and accurate completion of required paperwork related to center operations.
  • In tandem with the Mentor Coach, monitors the timely completion of the Head Start/EHS assessment/observation process as outlined in the Annual Timeline for Child Assessment/Observation System & Family Partnership System. Provides training for new staff regarding observation and assessment procedures
  • Responsible for assessing educational materials and ordering of supplies for site; support Children’s service assistant in securing long and short term substitutes; working with Family Services Manager to develop and maintain literacy activities and collectively as a team, plan the Center Director, PCG and T1 meeting agendas
  • Participates in trainings, workshops and meetings as assigned
  • Participates in the team building process within the program by using established communication channels in a constructive and productive manner that enhances the team effort. Assures that a problem solving approach is utilized with and expected from staff.
  • Serves as a liaison and collaborates with community agencies to assure delivery of services to families
  • The health, safety and supervision of children in the program is essential, therefore every employee is responsible for the care and supervision of children while they are present at the center
  • Must maintain a working knowledge of program plans, policies and performance standards
  • Perform other duties as assigned.
REQUIRED SKILLS/ABILITIES: 
  • Working knowledge of the principles and practices of child development and adult learning styles.
  • Understanding of the principles of bilingual and multicultural education
  • Intermediate personal computer skills with word processing and email experience
  • Strong oral and written communication skills
  • Bilingual, Spanish/English preferred
  • Knowledge of culturally diverse groups and persons from low-income families
  • Advanced skills in reading, analyzing, and interpreting procedures and governmental regulations 
  • Advanced ability to write reports and correspondence. Advanced ability to effectively present information and respond to questions from groups of parents, children and staff
  • Intermediate ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals
  • Advanced ability to solve practical problems and deal with a variety of situations with good judgment
  • Advanced ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
  • Have or be willing to obtain CLASS Reliability Certification that must be renewed annually
IN ADDITION TO ABOVE:
  • Valid California Driver's License and a properly insured vehicle for use on the job
  • Prior to beginning work, must be able to pass the background check DOJ and Community Care Licensing
  • Current TB clearance (within one year).
  • Be up to date on MMR, TDAP immunizations, Flu and Covid Vaccinations encouraged
REQUIRED EDUCATION AND EXPERIENCE
  1. BA or advanced degree in Early Childhood Education OR
  2. BA degree in a field related to Early Childhood Education with the 12 core units of ECE OR
  3. AA with 24 ECE/CD units (incl. core units); and willingness to complete a BA according to the Office of Head Start requirements.

In Addition to A, B, or C:

  • Three semester units in Administration and Supervision and willingness to complete an additional 3 units and 2 units in adult supervision semester units
  • 3 units infant/toddler
  • Three years experience in a preschool/infant/toddler classroom and 3 years experience in supervision.

  • Dependability, initiative, good judgment and ability to function with minimal supervision
