Community Action Partnership of San Luis Obispo County, Inc. is Hiring a SSVF Landlord Liaison Near Paso Robles, CA

Please note: this is a limited term, part time position. Position Summary: Under the direct supervision of the SSVF Program Supervisor, the SSVF Landlord Liaison will develop partnerships with Landlords and Property Management companies to establish and expand housing resources. Works with staff to ensure a smooth transition into permanent housing and address landlord-tenant concerns and barriers that prevent households from obtaining permanent housing for veterans and their families. Supports CAPSLO’s mission by maintaining and expanding housing resources for Veterans and their families. Required Education and Experience:Bachelor’s Degree in Social Work, Psychology, Family Studies, Human Services or related field; related experience may be substituted (4 years). Must have demonstrated experience in working with housing resources, and/or housing.Preferred Education and Experience:Experience in working with housing resources and/or housing information systems.Veterans with other than dishonorable discharge preferred. License & Certifications:Must have a valid California Driver’s License, and a reliable vehicle available for business use (mileage reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.Essential Functions:Identify, research, and outreach to potential landlords and provide program material and information. Present the benefits of participating in the SSVF program to landlords, emphasizing reliable rental income, supportive services for tenants, and streamlined communication channels. Develop and maintain good working relationships with local landlords, property managers and other potential sources of housing. Develops and maintains a database of available housing units, including property specifications, rental terms and landlord preferences. Serve as a point of contact for landlords and property managers, addressing any concerns or issues related to tenant behavior, rent payments, property maintenance, and lease compliance. Conduct regular follow-ups with landlords and tenants to assess housing stability, troubleshoot challenges, and facilitate resolutions to any conflicts or issues that may arise.Collaborate with program staff to identify trends, barriers, and opportunities for improving housing outcomes and landlord partnerships.Maintains a working understanding of the readjustment problems of Veterans including Housing Barriers, Post Traumatic Stress Disorder, Traumatic Brain Injury, alcohol and drug dependency, and other mental health issues.Adheres to laws regarding confidentiality and reporting requirements, and maintains knowledge of current HIPAA certification standards.Responsibilities and Duties: Maintains timely and appropriate documentation related to scope of duties, including progress notes, housing stability plans, aftercare plans, and discharge summaries as related to housing. Coordinates care with SSVF Case Managers, VA personnel, and other community partners on behalf of the Veteran.Conducts a thorough and continuous assessment of the clients housing needs and preferences. Obtains all mandatory housing supportive documentation for the case file. Conducts rent reasonable testing in accordance with SSVF requirements and ensures that documentation is completed thoroughly and placed in client file.Conducts habitability inspections in accordance with SSVF requirements and ensures that documentation is completed thoroughly and placed in client file.Updates various spreadsheets and case notes to maintain communication with the SSVF team and collect data regarding placement and retention of housing. Participates in group facilitation/conferencing regarding housing retention and money management.Participates in client case conference meetings, supervision with the Program Supervisor, and other meetings as required or necessary to carry out the job functions.Networks with related agencies in linking clients to community resources.Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices, and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children.Performs other duties as needed.Knowledge, Skills and Abilities: KnowledgeMust have an understanding and basic knowledge of mental health symptoms and diagnoses, psychosocial stressors, and chemical dependency issues.Must be computer literate with basic knowledge of Microsoft Word, Excel and data tracking programs. Must have knowledge of local housing resources and property managers. SkillsMust have crisis intervention, de-escalation and conflict resolution skills.Must have strong written and verbal communication skills.AbilitiesMust be able to communicate clearly and professionally.Must have the ability to work independently and as a team member.Must have the ability to show warmth and appreciation of human growth at all levels and understand the process of gaining trust and credibility with individuals, high-risk youth and families.Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level.Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency.Supervisory Responsibility:No direct supervisory responsibilities.Work Environment:Requires working indoors in a temperature-controlled environment with some exposure to copier and printer chemicals/fumes.Physical Demands:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.PhysicalPosition requires intermittent sitting, standing, walking, twisting and bending. Must be able to lift up to 30 pounds. Simple grasping and hand manipulation required, as well as reaching above and below shoulder level. Travel:Will require frequent travel within the San Luis Obispo County area with occasional travel to Central Headquarters in San Luis Obispo.Must have a valid California Driver’s License, and a reliable vehicle available for business use (mileage reimbursed) and acceptable driving record.Additional Eligibility Qualifications:Must be at least 18 years of age by date of hire. Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.Based on program, a current TB skin test/Chest X-Ray may be required. Employment is contingent upon meeting all applicable job requirements and background requirements. A criminal history clearance is required prior to employment. Upon hire, agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment.
