POSITION SUMMARY

Under general supervision, the incumbent performs contractual billing activities within the Energy, Education and Environmental (EEES) Weatherization. The EEES Biller performs Client file billing, monitoring, tracking, and reconciliation of all field staff labor and material weatherization-related reimbursement rates activities. Under the terms of the funding source contracts as documented on the CSD Dwelling Assessment Form (CSD 540) and other related documents are billed to the appropriate funding source. Claim reimbursement for labor and material expenses associated with Environmental Hazard Work activities intended to assure the health, safety, and well-being of workers and dwelling occupants during the performance of in-home Weatherization and EHCS services. Work requires the exercise of considerable initiative and judgment in applying principles and information systems analysis concepts to specific program determinations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Monitor and track expenditures of crews working in the field.
  • Reconcile employee timecards in Automatic Data Processing Inc. Workforce (ADP Workforce) with time spent on each job and document and materials used, both partially and fully to merge that with Data management system (ServTraq) to ensure each file is billed correctly prior to being Quality Controlled checked for accuracy.
  • Monitor and track daily work schedules of FOS crew members and identify possible errors and reconcile them in ServTraq to certify time spent on the job accurately reflects time shown in ADP Workforce.
  • Make needed adjustments in the ServTraq system and identify and rectify discrepancies.
  • Assist in submitting appropriate documentation to the State Historic Preservation Office for review of approval.
  • Assist in generating Building and Safety permits for appliance installs.
  • Preparing and organizing documents for scanning and uploading into database
  • Balance the Jobsheet details with the ADP Workforce time for each individual crewmember.
  • Invoice final billing.
  • ADP Timecard Change Request when to make a change when and if needed.
  • Run reports
  • Communicate effectively with crew members via email or phone.
  • Verify application forms match ServTraq data.
  • Make sure that each measure has labor allocated.
  • Check which measures fit under the ECIP, LIHEAP, DOE, and RHA contracts.
  • Communicate with funding sources regarding billing activities.
  • Ensures customers’ files are complete and accurate to prevent rejections from funding sources.
  • Reviews all submitted documents for errors and omissions.

  • Perform mathematical computations of average difficulty.
  • Read, write, and speak English at a level appropriate for the position.

  • Proficiently operate standard office equipment, including computer hardware and software applications. (i.e., Microsoft Office, Word, Excel, Windows, PowerPoint, and Access; ServTraq, and ADP Workforce.

MINIMUM EDUCATION AND EXPERIENCE

  • Fifteen (15) semesters, twenty-three (23) quarter units of completed college course work in accounting, business administration or a closely related field. A list of coursework or college transcript must be submitted with the application.
  • Two (2) years of work-related skills to perform essential duties, knowledge, and abilities.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

Position requires intermittent sitting, standing, walking, twisting, and bending. Simple grasping and hand manipulation, as well as, reaching above and below shoulder level. Must be able to lift heavy objects weighing up to 25 pounds. Requires working indoors

in temperature-controlled environment with occasional exposure to outside weather conditions and some exposure to copies and printer chemicals and/or fumes. The noise level in the work environment is usually low to moderate.

LICENSE AND PERSONAL VEHICLE

Must possess and maintain a valid California Driver License, be insurable and have/maintain a good driving record throughout the course of employment. In addition, applicant must have access to a dependable vehicle and maintain state mandated personal

automobile insurance coverage throughout the course of employment. Employees receive reimbursement per mile for use of his/her personal vehicle for business purposes (excluding driving from home and to work) based on the approved IRS mileage rate.
