Position Description

Position : Solid Waste Coordinator

Mission Focus : Community Sustainability

Location : AL, AR, LA, MS, OK, TN, TX

Summary of Position

The Solid Waste Coordinator provides direct technical assistance to rural community solid waste management systems. Advisors work alongside decision-makers in small communities with solid waste disposal and / or recycling needs in areas such as program management, technical operations, and / or finance and administration.

The Advisor leverages resources and coordinates with other Communities Unlimited staff and strategic partners to provide the necessary training and task completion needed to build local capacity for solid waste and / or recycling management and operations.

The Solid Waste Coordinator position requires travel to work with targeted communities in AL, AR, LA, MS, OK, TN, and / or TX.

Position Requirements

To satisfy the basic requirements for the position, applicants must meet all requirements of Option A or all requirements of Option B or all requirements of Option C

OPTION A : Bachelors degree in environmental science, community development, political science, sociology, or public administration with at least 3-years-experience working in community operations and / or solid waste / recycling programming.

OPTION B : A minimum of 6-years-experience working in community development or community organizing activities with demonstrated mastery-level skills in solid waste and / or recycling operations that resulted in achievement of goals within projected timeline.

OPTION C : Completion of a twelve (12) month internship with Communities Unlimited with successful performance evaluation related to community engagement.

Additional Position Requirements

Current SW Operators License (or) ability and willingness to obtain license within one year of employment.

Experience that demonstrates a working knowledge of challenges faced by rural communities in CUs geographic service area.

Demonstrated success securing program funding program. Experience writing successful federal / state grant applications is preferred.

Strong preference for experience collaborating with a wide variety of stakeholders.

Must be located or willing to relocate to CUs 7 state service area.

Computer literacy and effective keyboarding skills (Windows / Microsoft) are required.

Proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint) is required.

Experience with video conferencing tools (e.g. Skype, ZOOM, Google Meets, TEAMs) and Microsoft 365 (SharePoint, TEAMs) are a plus.

Valid drivers license is required reliable personal vehicle and maintain at least the state minimum personal automotive liability insurance for job related travel.

Must be authorized to work in the USA.

Successful management advisors must have the :

  • Ability to build effective professional relationships with a diverse audience.
  • Ability to work independently with limited supervision to accomplish goals.
  • Ability to manage competing timelines and project deliverables while maintaining effective communication with implementation team members and clients.

Summary of Essential Job Duties

  • Pursuant to internal funding budgets, and as assigned by supervisor - deliver direct technical assistance services, onsite and / or remote, to up to five (5) small communities to address solid waste disposal and recycling needs and meet grant requirements.
  • Work in partnership with utility operators, managers and decision makers demonstrating proper techniques used to operate a small utility and maintain facility equipment.
  • Utilize qualitative solid waste project assessment tools to evaluate community solid waste and recycling services and identify opportunities to divert additional waste from the landfill by exploring reuse, recycling, composting, HHW and other diversion programs.
  • Conduct operation and maintenance evaluations; work with clients to evaluate the conditions of water and / or wastewater facilities;

make recommendations for improvements, disaster preparedness, priorities, repairs or staff development.

  • Develop and / or maintain project work plans; maintain accurate records of progress; monitor implementation and compliance.
  • Plan, prepare, and deliver technical training at various conferences, institutes, workshops, clinics or client agencies to meet or exceed grant deliverables.
  • Identify and research local, state, and federal financial resources such as loans and grants, which will help client communities achieve program and operational improvements;

Research, develop, and submit to local community or utility decision-makers : written reports, recommendations, feasibility studies, rate analyses, communications and outreach plans, loan and grant opportunities, etc.

as necessary, to enable local communities and / or utilities to make informed decisions necessary to resolve local problems and alleviate local needs.

  • Prepare and submit, clear and accurate, written project narrative reports, accurately detailing technical assistance activities provided to each project community in accordance to required deadlines and formats.
  • Coordinate with engaged CU staff regularly to determine status of tasks / goals / outcomes and report achieved goals and outcomes to supervisor
  • Facilitate communication and celebration of successes both in community and organizationally
  • Attend CU staff meetings whether virtual or in person
  • The employee shall work well under pressure; meeting multiple and sometimes competing deadlines. The employee shall at all times demonstrate cooperative behavior with colleagues and supervisors.
  • Maintain the highest level of confidentiality and security with all information, understanding your obligations in regards to client data, community environmental system data, borrower data, payroll data, HR data, medical information, workmans compensation data, IT data, computer passwords, email account passwords, phone lock codes, etc.
  • Accurate and timely submission of time and expenses in compliance with CU policy and supervisor direction, understanding this record in a critical part of CUs compliance with grants and contracts
  • Comply with corporate branding and communication requirements and support corporate communication processes by submitting client stories, securing releases for use of client quotes / images;

media capture (photos, videos, etc.) and collaborating with communications staff to promote events, loan closings, community projects and milestones and client businesses.

  • Represent CU at / facilitate other meetings and events as needed.
  • Special projects, and other duties as may be assigned from time to time by supervisor

Tools Used in Job

Proficient use of computer, internet, smart phone, web-based databases for data-entry, Microsoft Office suite including Outlook, Word, Excel and PowerPoint is required.

Use of additional software for project related activities may be required.
