Job Duties

DMV seeks to fill the Weigh Stations Regional Manager East. The Regional Manager will direct the administration and operations of multiple large and complex weighing service centers, including all administrative, fiscal, operational, and programmatic functions in an assigned geographic area. These locations include Sandston MCSC, Carson MCSC, Suffolk MCSC, and New Church MCSC. Ensures ethical application of programs and services provided to the public following state and federal laws. Evaluate and adjust services to ensure compliance with applicable laws and operational effectiveness. Directs the district human resources management functions, ensures proper staff training, and establishes and maintains customer relations consistent with agency philosophy. Positions directly supervise the OEC Weigh Station Managers. Ability to perform work of unusual difficulty in managing all primary functions for several weight facilities, with complex high volume, political influences, public relations, and law enforcement elements in such a manner that program goals are attained and the needs of the public use areas are met.

Minimum Qualifications

Considerable knowledge of:

  • Management practices and principles
  • Proven strategic planning techniques, budget development, and policy development
  • Computer technology is used for word processing, spreadsheet management, presentation programs, email, and internet search and retrieval.
  • Truck weighing policies and procedures
  • The Motor Vehicle Code of Virginia and related state and federal laws, rules, and regulations
  • Knowledge of supervisory, administrative, and human resources management principles and practices
  • Working knowledge of generally accepted accounting principles and budget information
  • Project management techniques
  • State government operations

Demonstrated ability to:

  • Be flexible and effectively respond to changing needs and priorities
  • Plan, manage, and evaluate the performance of multiple programs;
  • Direct and advise managerial and professional staff;
  • Communicate effectively orally and in writing;
  • Serve as an effective liaison with external groups;
  • Develop accurate correspondence, management reports, and presentations.
  • Demonstrated ability to interpret, apply, and explain laws, regulations, policies, and procedures.
  • Using automated equipment, including the Agency's software programs applicable to the program's objectives and Microsoft Office Suite.
  • Plan and direct diverse administrative functions,
  • Communicate effectively (both orally and in writing);
  • Establish effective and cooperative working relationships with a variety of public and private entities;
  • Interpret, explain, and apply complex material such as the Motor Vehicle Code,
  • Commercial Vehicle Operations and Weight Laws, rules, regulations, and procedures; and evaluate and control many remote work units' expenditures, revenues, and activities.

Additional Considerations

  • Experience managing a large and complex operation
  • Progressive management positions with autonomy, decision-making, and problem-solving are exercised continuously and independently.
  • Experience with Human Resource Management, Standards of Conduct, and grievances.
  • Ability to inspire and lead a large team toward a shared vision.
  • Working knowledge of the DMV's policies and procedures regarding Liquidated Damages, Hauling Permits, IFTA, IRP, Overload Permits, Operating Authority, Heavy Use Vehicle Tax, and other state or federal required credentials.
