Job Duties

The Virginia Department of Education seeks an Early Childhood Policy and Innovation Coordinator to provide fiscal and programmatic analysis, state and federal policy analysis, and special project implementation related to access and enrollment across Virginia’s unified birth-to-five early childhood system. The selected candidate for this role will be required to travel statewide periodically to provide technical assistance to diverse stakeholders.
Specific duties include:
· Analyzing programmatic, expenditure, and population data to contribute to funding and enrollment projections
· Producing data tables, identify and summarize key trends, and drawing conclusions
· Developing short, digestible summaries of findings for agency and division leadership
· Contributing to reports, presentations, and other products for external stakeholders
· Producing data tools to support regular updates to policy and guidance pertaining to income eligibility, payment rates, and family copayments in community-based settings
· Contributing to the development, maintenance, and regular updating of innovative methodologies to estimate the cost of operating high-quality ECCE programs across various settings, age groups, and regions and under differing policy and regulatory contexts
· Analyzing relevant data to assess the fiscal impact of policy changes in the Child Care Subsidy Program, Mixed Delivery Program, and Virginia Preschool Initiative
· Conducting analysis in response to requests from agency leadership, the Governor’s office, or members of the General Assembly
· Generating estimates of the cost to pilot new initiatives, test innovative policy reforms, and bring pilots to scale
· Contributing to research and evaluation efforts with external research partners to evaluate the impact of Virginia policy
· Monitoring and analyzing changes in state and federal policy contexts and support policy development
· Supporting the implementation of special projects and innovations

Minimum Qualifications

Selected candidate must have:
· Strong data analysis and problem-solving skills, including experience analyzing administrative and expenditure data
· Ability to flexibly use data to address policy questions, and generate conclusions with complex and incomplete data
· Demonstrated experience using Microsoft Excel to clean and analyze data
· Knowledge and/or experience on the impact of childcare policy on diverse populations and how to advance policies that meet the needs of the most vulnerable children and families
· Strong project management skills
· Ability to produce products to highlight data insights (e.g., documents, slides and/or briefs) for diverse audiences
· Ability to manage multiple assignments with critical deadlines and to work collaboratively in a team situation
· Ability to effectively present technical and complex information to various audiences
· Ability to use word processing, spreadsheets, presentation software, and online data collection systems, and EWP-Position Description & Performance Plan Revised

Additional Considerations

Additional Considerations Include:
· Experience conducting state and/or federal policy analysis
· Experience with Tableau
· Knowledge and understanding of child care policy and practice
· Knowledge of the Child Care and Development Block Grant (CCDBG) or the Child Care and Development Fund (CCDF)
