Job Duties
The purpose of the Director of Procurement position is to manage, direct, and supervise agency procurement, small purchase charge card administration, and state tax credit program operations; develop, establish, and implement agency policies and procedures in compliance with state and federal laws and regulations; initiate and manage complex competitive procurements, including technology-related procurements; manage the operation of the eVA e-procurement platform in the agency; manage the development of procurement solicitations and contract documents; interpret and assess internal controls to assure protection of agency resources; manage procurement and tax credit program staff; respond to inquiries and audit findings; and provide technical assistance to agency management and stakeholders.
This position is required to file a Statement of Economic Interest form in accordance with Section 2.2-3114, Code of Virginia. This statement must be filed at the time of new employment and annually thereafter.
Minimum Qualifications
- Extensive knowledge and application of the VPPA, APSPM, VITA Buy-It Manual, Governor's Executive Orders, and related regulations impacting procurement, including CAPP Manual Small Purchase Charge Card requirements;
- Comprehensive knowledge and application of technology including automated procurement systems, e-commerce, e-procurement, and Word/Excel applications;
- Demonstrated ability to supervise staff engaged in complex Commonwealth of Virginia operations and procurements;
- Ability to initiate and manage complex procurement processes according to state and federal laws and regulations, including technology-related procurements;
- Demonstrated ability to research, analyze and interpret statutory and regulatory requirements to evaluate programs and implement modifications as necessary;
- Ability to manage vendor negotiations on procurements and working relationships with vendors;
- Ability to interpret and draft procurement solicitations and contract documents;
- Ability to communicate effectively both orally and in writing;
- Ability to work independently;
- Ability to establish and maintain effective working relationships;
- Demonstrated ability to provide consulting services and guidance to end-users, and to prepare training material and deliver training;
- Ability to manage, develop and issue formal and informal competitive procurements in compliance with Commonwealth of Virginia requirements; and
- Working knowledge of the Neighborhood Assistance Act Tax Credit Program (NAP) and the Education Improvement Scholarship Tax Credit Program (EISTCP) (Code of Virginia 58.1-439.18 through 58.1-439.28).
Additional Considerations
Graduation from an accredited college or university with a degree in Business or related field of study or a combination of professional training and experience.
Comprehensive experience working in a Commonwealth of Virginia agency subject to the VPPA, APSPM, and VITA Buy-It Manual.
Professional certification and experience such as a "Virginia Contracting Officer" VCO or equivalent preferred.
