Job Duties

The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Child and Family Services (OCFS) is seeking a qualified individual to serve as the Adolescent and Young Adult State Substance Use Coordinator. This position provides leadership to increase community capacity of substance use and recovery-focused services for children, adolescents, young adults under age 21 and their families across the Commonwealth by strengthening the services offered in the public mental health system and with strategic partnerships with other providers.
Additional responsibilities:
• Developing and assisting with implementation of state-level strategic plan for OCFS related to service gaps and community needs for expanding the capacity for evidence-based and best practices in children, including adolescent and young adult substance use and/or co-occurring disorder, recovery services, and mental health.
• Providing state level infrastructure around policy and program goals including workforce development.
• Advancing evidence-informed and evidence-based practices; advancing initiatives to promote better care and coordination of services.
• Project development, and implementation including grants, RFA and RFP development.
• Providing strategic/operational planning to improve community capacity for service delivery.
• Monitoring of federal/state funds and may include acting as Project Director for substance use grant funding and deliverables.
• Quality management of programming and/or federal grants including contract administration including budget tracking, executing, and managing Exhibit D’s and/or Sub-recipient funding agreements.
• Providing technical assistance in child and adolescent mental health and consultation in best practices in adolescent/young adult substance use early identification, and treatment of substance use/co-occurring disorders.
• Serving as liaison to adolescent substance use projects and other state & federal agencies that serve youth who use or are at risk of problem substance use and/or co-occurring disorders.
• Monitoring the use of SAPT, MHBG, State general funds & other discretionary funds designated for adolescent services including all sub-recipient monitoring processes required by the agency.
• Collaboration with offices in community behavioral health who have shared goals around, children’s mental health treatment, substance use treatment, prevention and recovery services, and other state agencies, families, consumers, and advocates.
• Regularly works closely with the Director of the OCFS on strategic direction, priorities and communicates effectively on project implementation status to the Director and to other team members.
• Partnering with the local community services boards and private providers on capacity expansion of services, to include development of policies and procedures.
• Serving as the agency's representative on children's services when requested, including participation on committees and task forces.

Minimum Qualifications

• Experience developing, implementing, and monitoring program activities; strategic and operational planning.
• Experience in child and adolescent mental health; experience leading and directing others (may supervise others).
• Knowledge of behavioral health and co-occurring disorders; knowledge and experience working with the child-serving system; knowledge of the juvenile justice, child-welfare and other disparate populations.
• Ability to evaluate, make decisions, and report on outcomes both verbally and in writing.
• Ability to present information to a variety of audiences including public speaking.
• Ability to foster collaboration with diverse stakeholders by promoting collaborative goals and building trust.
• Strong interpersonal skills and ability to establish and maintain effective relationships with diverse stakeholder groups.
• Ability to develop and provide technical assistance to the public mental health system in the areas of best-practices in treatment and recovery of adolescent and young adult substance use and/or co-occurring mental health, as well as the ability to provide statewide leadership on advancing best practices in service delivery for the child/adolescent/young adult population.
• Knowledge of state and local government services operations that serve individuals in need of behavioral health or substance use disorder services.
• Experience in managing projects effectively and/or administrative functions.
• Experience with grant writing, synthesis of data and using a variety of health data to make informed decisions on the statewide policy direction for adolescent young adult substance use initiatives.
• Proficient in the use of Microsoft Office (Word, Exchange, Outlook, Excel, PowerPoint, and Access) and data software.
• Administrative skills including self-initiative, organization, ability to prioritize and manage time, and discretion with minimal supervision, with the ability to work well independently, and on a team.

Additional Considerations

• Experience in human services, public administration, health administration, public policy, social work, psychology, social/behavioral sciences, counseling, or a related field.
• Experience in adolescent and young adult substance use disorder identification and treatment and recovery-focused needs.
• Knowledge of trauma-informed and system of care principles and knowledge of the public mental health system in VA.
