Job Duties

The Department of Labor and Industry’s Richmond Headquarters Office is seeking a highly motivated professional to work as a full-time Administrative and Financial Services Manager who will provide administrative and resource oversight for the Agency to ensure full compliance with all applicable state and federal rules and regulations, laws, and executive orders.
This position reports directly to the Director of Finance.

The Administrative and Financial Services Manager will:
1) manage the state and federal grant budgets/financial reporting processes for the agency in accordance with instructions/guidance provided by agency management, Department of Planning and Budget, Secretary of Labor, and related federal grantor agencies;
2) manage agency financial reporting activities including required central agency submissions, forecasting, analysis, fluctuations, modifications, and recommendations in accordance with applicable guidelines/instructions;
3) responsible for the financial administration of all agency grants and contracts ensuring compliance with federal requirements;
4) manage Agency Reconciliation Processes for all Agency Financial Transactions in accordance with state/federal policies and procedures;
5) supervise related personnel to ensure that budget, financial reporting, grants administration, and reconciliation activities are performed in accordance with agency, state, and federal requirements

Minimum Qualifications

• Considerable knowledge of the principles of budget development and management, financial reporting, federal grant administration including cash management, general accounting policies, procedures and systems, and reconciliation processes/procedures;
• Considerable knowledge of fiscal and accounting activities in a governmental or financial accounting environment servicing a variety of fiscal needs;
• Skilled in the use of Oracle (or similar database), automated spreadsheets, word processing software, and use of internet, in a Windows environment;
• Demonstrated ability to work independently; to analyze and interpret and apply financial regulations, accounting methods, policies, and procedures; to meet deadlines; to analyze and solve complex problems; to prepare complex spreadsheets, financial reports, and statements;
• Ability to assist agency personnel in resolution of financial/administrative related questions;
• Ability to supervise, train and cross-train staff;
• Ability to effectively communicate orally and written

Additional Considerations

• Work Knowledge of systems such as Cardinal, PBS, Grant.gov and SAM.gov;
• Experience performing internal audit and assisting with risk management directive

Special requirements:
• Possession or ability to obtain a valid driver’s license within 30 days of hire.
• Must meet minimum duty requirements for the position as measured by the Agency’s Job Function Analysis
• Ability to perform moderate physical activity that includes, but is not limited to climbing stairs and ladders, bending, walking up and down inclines, occasionally lifting and carrying loads up to 30 pounds, etc.

• submit an annual Statement of Personal Economic Interests, and successfully serve a 12-month probationary period effective from the date of employment if beginning employment as an original hire or re-employment.
The salary range for this position is $80,000 to $95,000 annually, plus the State’s benefits package. Please note that salary is only negotiable within the advertised salary range.
