Description
The Kentucky Public Service Commission regulates the intrastate rates and services of more than 1,100 investor-owned electric, natural gas, telephone, water and sewage utilities, customer-owned electric and telephone cooperatives, water districts and associations, and certain aspects of gas pipelines. Our mission is to foster the provision of safe and reliable service at a reasonable price to the customers of jurisdictional utilities while providing for the financial stability of those utilities by setting fair and just rates.
The Staff Attorney III position will be responsible for providing legal support and processing complex and highly technical legal proceedings involving the regulation of utilities before the Public Service Commission and representing the Public Service Commission in court.

Responsibilities may include, but are not limited to:
  • Leads and coordinates matters pertaining to the rates and service of jurisdictional electric, water, sewer, gas, and telephone utilities.
  • Leads or provides legal support in processing and reviewing utilities’ applications for rate adjustments, financing, construction, and other matters before the Commission.
  • Researches and advises Commission and staff on a wide range of regulatory issues concerning highly technical legal, procedural, and policy matters that arise during cases with reasoned recommendations.
  • Drafts complex legal documents, including Commission orders and advisory opinions.
  • Appears in court to enforce or defend Commission Orders.
  • Performs other duties as assigned.
Preferred Skills and Abilities:
  • Experience or knowledge with utility law, or willingness to learn highly complex, technical area of utility law
  • Experience with litigation and case management
  • Reliable team player with at least two years of legal experience
  • Communicate effectively in writing or verbally, in a logical, concise, and timely manner
  • Ability to timely manage multiple tasks and engage in create problem solving
  • Excellent time management skills
  • Displays a high degree of self-motivation, discipline, and initiative
  • Strong research skills
  • Ability to establish and maintain effective working relationship with legal and non-legal staff members, parties appearing before the Commission, and the public
  • Available for limited travel and occasional overtime associated with administrative hearings

Minimum Requirements
EDUCATION: See Special Requirements.
EXPERIENCE, TRAINING, OR SKILLS: Must have two years experience as a licensed attorney in the practice of law.
Substitute EDUCATION for EXPERIENCE: A Master of Laws degree (LL.M.) will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: NONE
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must be admitted to practice law and in good standing in the Commonwealth of Kentucky OR comply with Kentucky Supreme Court Rule (SCR) 2.111 (limited certification of admission to practice), SCR 2.112 (attorney participants in defender or legal services programs), SCR 2.117 (practice pending admission). Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s), or other credentials.
Working Conditions
Duties are performed primarily in both office and courtroom settings. Travel is required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
